MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on March 9, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Bierman moved that the minutes of March 8, 2021 be approved. THE MOTION PREVAILED.

HF1854 (Bierman) Health care governing policy provisions modified, coverage mandates exempted for managed care plans or county-based purchasing plans when plan providing coverage under medical assistance or MinnesotaCare, Health Services Advisory Council composition changed and duties clarified, Formulary Committee sunset provision removed, and various other provisions modified.

Representative Bierman moved that HF1854 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Bierman explained his bill.

Chair Liebling laid over HF1854, as amended, for possible inclusion in the Committee bill.

HF162 (Fischer) Homeless youth birth record and ID card issuance procedures established, data classified, and money appropriated.

Chair Liebling moved that HF162 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Molly Crawford, State Registrar, Office of Vital Records, Minnesota Department of Health (MDH) responded to member questions.

Chair Liebling laid over HF162 for possible inclusion in the Committee bill.

HF1918 (Reyer) Commissioner of human services required to establish an advisory committee to develop recommendations for a dental home pilot project, and report to legislature required.

Representative Reyer moved that HF1918 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer presented her bill.

HF2055 (Boldon) modifying the international medical graduate primary care residency grant program.

Representative Boldon moved that HF2055 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.
