STATE GOVERNMENT FINANCE & ELECTIONS COMMITTEE MINUTES

Representative Michael V. Nelson, Chair of the Committee, called the virtual State Government Finance & Elections Committee meeting to order at 8:31 AM, February 1, 2022 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Carlson moved that the minutes for May 7, 2021 be adopted. THE MOTION PREVAILED.

Pursuant to House Rule 4.20, the following bills were returned to the Committee on State Government Finance and Elections from the General Register. The committee will not take public testimony on these bills, as they were heard and debated during the 2021 legislative session. Only technical amendments may be offered for these bills. The committee will make procedural votes to move the bills out of committee and back to the General Register.
• HF152 (Jordan): Bill and Bonnie Daniels Firefighters Hall and Museum designated as state fire museum.
• HF325 (Masin): Political subdivision compensation limit repealed, and conforming change made.
• HF575 (Huot): Notary publics authorized to perform civil marriages.
• HF702 (Becker-Finn): Cities and towns allowed to require additional licensing for hotels.
• HF1350 (Bolden): Cities of the first class provided authority to impose ordinances on land or fee dedication on permit applications.
• HF1359 (Freiberg): Towns and political subdivision authorized to established inflow and infiltration prevention programs and make loans or grants to property owners.
• HF1863 (Long): Major political party permitted to file petition to prevent improper designation by candidates name on official ballot.
