MINUTES

Representative Frank Hornstein, Chair of the Committee, called the meeting to order at 12:45pm on March 10, 2020, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Heinrich moved that the minutes of March 3, 2020 be adopted. THE MOTION PREVAILED.

HF 3764 (Kotyza-Witthuhn) Child passenger restraint system requirements amended

Chair Nelson moved that HF 3764 be referred to the Early Childhood Finance and Policy Division.

Representative Kotyza-Witthuhn gave an overview of HF 3764.

Colonel Matt Langer, State Patrol, provided testimony on HF 3764.

Chair Nelson renewed the motion that HF 3764 be referred to Early Childhood Finance and Policy Division. THE MOTION PREVAILED.

HF 3194 (Fabian) Roseau County; Trunk Highway 310 segment designated as Deputy Richard K. Magnuson Memorial Highway

Chair Nelson moved that HF 3194 be referred to the Ways and Means Committee.

Representative Fabian gave an overview of HF 3194.

Chair Nelson renewed the motion that HF 3194 be referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF 3195 (Fabian) Roseau County; Trunk Highway 11 segment designated as Patrol Inspector Robert H. Lobdell Memorial Highway

Chair Nelson moved that HF 3195 be referred to the Way and Means Committee.

Jennifer Witt, Minnesota Department of Transportation, provided testimony on HF 3195

Chair Nelson renewed the motion that HF 3195 be referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF 3974 (Becker-Finn) Counties authorized to establish speed limits

Chair Nelson moved that HF 3974 be referred to the General Register.

Representative Becker-Finn moved that the HF 3974A1 amendment be adopted. THE AMENDMENT WAS ADOPTED.

HF 1010 (Hausman) School bus safety education campaign funding provided, and money appropriated

Representative Hausman moved that HF 1010 be referred to the Ways and Means Committee.

Representative Hausman moved that the HF 1010A1 amendment be adopted. THE AMENDMENT WAS ADOPTED.

Scott McMahon, Minnesota School Bus Operators Association, provided testimony on HF 1010, as amended.

Tom Burr, St. Paul Public Schools, provided testimony on HF 1010, as amended.

Chair Hornstein renewed the motion that HF 1010, as amended, be referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF 3553 (Koegel) Traffic collision; information required to be exchanged between drivers after a collision amended

Representative Koegel moved that HF 3553 be referred to the General Register.

Representative moved that the HF 3553A1 amendment be adopted. THE AMENDMENT WAS ADOPTED.

Brittany Miller, Women’s Rural Advocacy Programs, Inc., provided testimony on HF 3553, as amended.

HF 3845 (Elkins) Registration and placement requirements for temporary vehicle permits modified

Representative Elkins moved that HF 3845 be referred to the General Register.

Representative Elkins moved that the HF 3845A2 amendment was adopted. THE AMENDMENT WAS ADOPTED.

Representative Elkins gave an overview of HF 3845, as amended.

Tony Anderson, Minnesota Department of Public Safety, provided testimony on HF 3845, as amended.
