MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Twentieth meeting to order at 12:45 P.M. on March 14th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 12:45pm.


HF1755 (Stephenson, Z.) Relating to electric buses; requiring the purchase of electric buses by the Metropolitan Council, appropriating money.

Representative Stephenson introduced his bill.

Brendan Jordan, Great Plains Institute, testified in support of HF1755.

Chair Hornstein moved to amend HF1755 as follows:
“Page 1, line 7, after “Council” insert “for Metro Transit bus service.”

Chair Hornstein moved the HF1755 oral amendment. THE AMENDMENT WAS ADOPTED.

Representative Torkelson requested a roll call vote on HF1755 as amended. The results are as follows.

HF253 (Ecklund, R.) Relating to transportation; modifying the special paper products vehicle permit.
Representative Ecklund introduced his bill.

Chair Hornstein moved to send HF253 to the General Register.

HF1649 (Ecklund, R.) Relating to transportation; providing for third-party testing for school bus companies.

Representative Ecklund introduced his bill and his amendment.

Representative Ecklund moved the H1649A1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Hornstein moved to re-refer HF1649 as amended to the General Register.

Scott McMahon, MN School Bus Operators Association, testified in support of HF1649.

Paul Meyer, General Manager, Hutchinson Bus Lines, testified in support of HF1649.

HF145 (Schultz, J.) Relating to transportation; amending a window glazing exception related to prescription of medical needs.

Chair Hornstein moved to re-refer HF145 to the General Register.

Representative Schultz moved the H0145A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Schultz introduced her bill as amended.

Chair Hornstein renewed his motion to re-refer HF145 as amended to the General Register. THE MOTION PREVAILED.


HF1777 (Elkins, S.) Relating to public safety; authorizing cities to reduce speed limits in residential areas.

Chair Hornstein moved to re-refer HF1777 to the General Register.

Representative Elkins introduced his bill.

Representative Elkins moved the H1777DE1 Amendment.

Mark Culver, Public Works Director, City of Roseville, testified in support of HF1777.

Emily Murray, Association of MN Counties, testified on HF1777 and HF1778.

Peter Beugen, Assistant State Traffic Engineer, MN Department of Transportation, testified in support of HF1777.

Chair Hornstein moved the H1777 DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Petersburg moved to approve the minutes of March 12th. THE MOTION PREVAILED.


HF1778 (Elkins, S.) Relating to transportation; allowing cities of the first class to establish city speed limits.

Chair Hornstein moved to refer HF1778 to the General Register.

Representative Elkins introduced his bill.

Chair Hornstein moved the H1778A1 Amendment. THE AMENDMENT WAS ADOPTED.

Steve Mosing, City of Minneapolis Traffic Engineer, testified in support of HF1778.

Chair Hornstein renewed his motion to re-refer HF1778 as amended to the General Register. THE MOTION PREVAILED.


HF1545 (Wolgamott, D.) Relating to motor vehicles; modifying certain color requirements for school bus body standards.

Representative Wolgamott moved to refer HF1545 to the General Register.

Representative Wolgamott introduced his bill.

Scott McMahon, Minnesota School Bus Operators Association, testified in support of HF1545.

Chair Hornstein moved to re-refer HF1545 to the General Register. THE MOTION PREVAILED.


HF1865 (Wolgamott, D.) Relating to transportation; requiring Department of Transportation to promote use of electric vehicles.

Representative Wolgamott moved the A19-0187 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Wolgamott introduced his bill.

Andrew Twite, Fresh Energy, testified in support of the bill.

Erik Rudeen, MN Department of Transportation, testified on the bill.

Chair Hornstein renewed the motion that HF1865 as amended be referred to the General Register. THE MOTION PREVAILED.


Chair Hornstein recessed the committee at 6:34pm.

Chair Hornstein reconvened the committee at 6:41pm.

The gavel was passed to Vice Chair Tabke.


HF1623 (Hornstein, F.) Relating to transportation; making miscellaneous policy changes, including but not limited to provisions governing bicycles, school bus warning lights, driver’s license suspension, airport zoning, legislative route removals, and memorial highways and bridges.

Chair Hornstein moved the H1623A3 Amendment.

Mr. Matt Burress, House Research, explained the bill and the amendment. Discussion took place.

Vice Chair Tabke moved the H1623A3 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Hornstein moved that H1623 as amended be re-referred to Ways and Means with recommendation to the General Register. THE MOTION PREVAILED.



Vice Chair Tabke adjourned the meeting at 6:57pm.
