Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Sixteenth meeting to order at 12:45 P.M. on March 5th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 12:45pm. A quorum was present.


Chair Hornstein moved HF1061 to be sent to the General Register.

HF1061 (Lesch, J.) Ramsey; relating to public safety; modifying the commissioner of public safety’s authority to suspend drivers’ licenses in certain situations; providing for retroactive driver’s license reinstatement in certain instances; making technical changes; requiring a report.

Representative Koznick moved H1061A4. THE AMENDMENT WAS ADOPTED.

Chair Hornstein moved H1061A5. THE AMENDMENT WAS ADOPTED.

Mary Ellen Heng, Deputy City Attorney, Minneapolis City Attorney’s Office, testified in support of HF1061.

Chair Hornstein renewed his motion that HF1061 be re-referred as amended to the General Register. THE MOTION PREVAILED.


HF1060 (Lesch, J.) Ramsey; relating to public safety; authorizing the reduction or waiver of the criminal and traffic surcharge in certain instances; requiring courts to consider indigency or hardship before imposing certain fines, fees, or surcharges; requiring notice.

Representative Lesch introduced his bill.

Jeanette Boerner, First Assistant Public Defender, Hennepin County Attorney’s Office, testified in support of HF1060.

HF729 (Considine, J.) Blue Earth; relating to public safety; establishing requirements to set salaries for Minnesota State Patrol troopers; requiring the state auditor to conduct an annual compensation survey.

HF1408 (Koegel, E.) Anoka; relating to public safety; authorizing peace officers to issue citations based on report from work zone flagger; prohibiting wireless communications device use in work zones; providing penalties.

Representative Koegel introduced her bill.

Abbey Bryduck, Executive Director, Minnesota Asphalt and Pavement Association, testified in support of HF1408.

Chair Hornstein recessed the meeting at 2:22pm.

Vice Chair Tabke reconvened the meeting at 7:00pm in the Savage City Hall Chambers. The gavel was then passed to Chair Hornstein.
