MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Third meeting to order at 12:45 P.M. on January 22nd, 2019 in Basement Hearing of the State Office Building. He then moved to the testifiers’ table and Representative Tabke Chaired the Third meeting.

The Committee Legislative Assistant noted the roll.

Representative Hornstein called the meeting to order at 12:45pm. A quorum was present.

Representative Petersburg moved to approve the minutes of January 17th, 2019. THE MOTION PREVAILED.

HF50 (Hornstein, F.) Hennepin County; relating to transportation; prohibiting use of cell phones while driving under specified circumstances; amending Minnesota Statutes 2018, sections 169.011, subdivision 94; 169.475

Representative Hornstein introduced the bill.

Representative Hornstein moved the HF0050DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Peggy Bennett testified on the bill.

Mel Simon, Chairman of the Minnesota Truckers Association, testified on the bill.

Bob Johnson, President of the Insurance Federation of Minnesota, testified on the bill.

Colonel Matt Langer, MN State Patrol, testified on the bill.

Paul Aasen, President of the Minnesota Safety Council, testified on the bill.

Vance Stuehrenberg, Blue Earth County Commissioner and Chair of Transportation and Infrastructure policy committee of MN Association of Counties, testified on the bill.

Sherry Munyon, Citizens for Safe Work Zones, testified on the bill.

Dr. Carl Burkland, MN Medical Association, testified on the bill.

Dorian Grilley, Executive Director of the Bicycle Alliance of Minnesota, testified on the bill.

Greg LaVallee, victim’s advocate, testified on the bill.

Thomas Goeltz, victim’s advocate, testified on the bill.

Karin Ilg testified on the bill.

Rhonda and Alenita Maurer, victim’s advocates, testified on the bill.

Bill Kelly, accompanied by Mollie Clarke, with the Brain Injury Alliance, testified on the bill.

Danielle Wishard-Tudor, victim’s advocate, testified on the bill.

John Dudley, victim’s advocate, testified on the bill.

Bret Collier testified on the bill.


Representative Torkelson moved the H0050A2 oral amendment. THE AMENDMENT WAS ADOPTED.

Representative Tabke moved HF50 be re-referred as amended to the committee on Ways and Means. THE MOTION PREVAILED.


The meeting was adjourned at 2:23 PM.
