COMMITTEE MINUTES

Representative Lesch, Chair of the Judiciary Finance and Civil Law Division, called the meeting to order at 9:45 AM on Wednesday, February 19, 2020 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Considine moved to approve the minutes from February 13, 2020. The motion was reconsidered and corrected to approve the minutes from February 18, 2020. THE MOTION PREVAILED.

HF 3430 (Dehn): A bill for an act relating to elections; regulating access to certain lists of voter data related to the presidential nomination primary; allowing voters to request that their data be excluded from the lists.

Chair Lesch moved that HF 3430 be recommended to be re-referred to the Ways & Means Committee.

Representative Considine moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dehn presented HF 3430 to the committee.

Chair Lesch renewed the motion that HF 3430, as amended, be recommended to be re-referred to the Ways & Means Committee. THE MOTION PREVAILED.

SF 1706 (Davids): Service garnishment 70-day period extended from date of service to 90 days for earnings, and amount of earnings subject to garnishment modified.

Representative Cantrell moved that SF 1706 be placed on General Register.

Representative Considine moved to adopt the A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Davids presented SF 1706 to the committee.

Representative Scott moves to reconsider the A2 amendment. THE MOTION PREVAILED.

An oral amendment was offered by Chair Lesch.

Chair Lesch moved to adopt the oral amendment to the A2 amendment. THE AMENDMENT WAS ADOPTED.

Chair Lesch moved to adopt the A2 amendment as amended. THE AMENDMENT WAS ADOPTED.

Chair Lesch moved that SF 1706, as recommended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF 2976 (Moller): A bill for an act relating to civil law; modifying certain transfer to minors provisions.

Representative Moller moved that HF 2976 be placed on the General Register.

Representative Moller presented HF 2976 to the committee.

Chair Lesch renewed Representative Moller’s motion that HF 2976 be placed on General Register. THE MOTION PREVAILED.

HF 3007 (Moller): A bill for an act relating to courts; modifying criteria for publishing court of appeals opinions.

Representative Moller moved that HF 3007 be placed on the General Register.

Representative Moller presented HF 3007 to the committee.

Chair Lesch renews Representative Moller’s motion that HF 3007 be placed on the General Register. THE MOTION PREVAILED.
