MINUTES

Representative Alice Hausman, Chair of the Housing Finance and Policy Division, called the eighth meeting to order at 8:00 A.M. on Wednesday, March 13th, in room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Munson moves to adopt the minutes from the March 6, 2019 meeting. THE MINUTES ARE ADOPTED.

HF 1571 (Howard) - Manufactured home parks closure or modification procedures modified.

Representative Howard moves that HF 1571 be re-referred to the Commerce committee.

Representative Howard moves to adopt the H1571A1 Author’s Amendment. THE MOTION PREVAILS AND THE AMENDMENT IS ADOPTED.

Representative Howard moves to adopt an oral amendment to HF1571A1 as follows: Page 1, line 8, after “tenant” insert “or resident”. THE MOTION PREVAILS AND THE ORAL AMENDMENT IS INCORPORATED.

Representative Howard renews his motion that HF 1571, as amended, be re-referred to the Commerce committee. THE MOTIONAL PREVAILS AND THE BILL IS RE-REFERRED.
HF 1574 (Hornstein) – State’s investment maximized, displacement prevented, and rental housing projects financed at least in part by the Housing Finance Agency required to be affordable for at least 30 years.

Representative Hornstein moves that HF 1574 be laid over for possible inclusion.

HF 2017 (Howard) – Manufactured home park relocation trust fund changes made.

Representative Howard moves that HF 2017 be re-referred to the Ways and Means committee with a recommendation that it be re-referred to the Commerce committee.

Representative Howard renews the motion that HF 2017 be re-referred to the Ways and Means committee with a recommendation that it be re-referred to the Commerce committee. THE MOTION PREVAILS AND THE BILL IS RE-REFERRED.

HF 1918 (Her) – Infirmity of tenant termination of lease established.

Representative Her moves that HF 1918 be re-referred to the Judiciary Finance and Civil Law committee.

Representative Her moves to adopt the H1918A1 Author’s Amendment. THE MOTION PREVAILS AND THE AMENDMENT IS ADOPTED.
