MINUTES

Representative Liebling, Chair of the Division, called the meeting to order at 12:46 P.M. on February 14, 2019 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hamilton moved that the minutes of February 13, 2019 be approved. THE MOTION PREVAILED.

HF 399 (Noor) Hennepin County; foster families recruitment funding provided, and money appropriated.

Representative Noor moved that HF 399 be heard and laid over for possible inclusion in the Division bill.

Representative Noor moved an oral amendment to HF 399 as follows:

Page 1, line 1.7 after “foster” insert “kinship”

THE MOTION PREVAILED AND THE ORAL AMENDMENT TO HF 399 WAS ADOPTED.

Chair Liebling laid over HF 399, as amended, for possible inclusion in the Health and Human Services Finance Division Bill.



HF 222 (Persell) White Earth Band of Ojibwe child welfare services funding provided, and money appropriated.

Chair Liebling moved that HF 222 be heard and laid over for possible inclusion in the Health and Human Services Finance Division Bill.

Chair Liebling laid over HF 222 for possible inclusion in the Health and Human Services Finance Division Bill.

HF XXX (Persell) Leech Lake Band of Ojibwe welfare services funding provided, and money appropriated.

Representative Persell explained his bill HF XXX.

HF 795 (Becker-Finn) American Indian families child protection education funding provided, and money appropriated.

Chair Liebling moved that HF 795 be heard and laid over for possible inclusion in the Health and Human Services Finance Division Bill.

Jill Kehaulani Esch, Ombudsperson for American Indian Families

Ms. Esch also read testimony from: Whitney Parkhurst, Curtis Jackson and Lori Timlin, Parenting Coordinator at Minnesota Correctional Facility – Shakopee.

Chair Liebling laid over HF 795 for possible inclusion in the Health and Human Services Finance Division Bill.

The meeting was adjourned at 2:15 P.M.
