MINUTES

Representative Pinto, Chair of the Committee, called the meeting to order at 8:11 am on March 19th, 2019 in Capitol Room 120.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF2420 (Davnie) – Child care site assistance funding provided, reports required, and money appropriated.

Representative Davnie presented HF2420.

A quorum was present at 8:17 am.

Representative Kotyza-Witthuhn moved that HF2420 be laid over for possible inclusion in an Early Childhood Division Report.

Representative Davnie continued to present HF2420.

Representative Bahner moved that the minutes from March 14th, 2019 be approved. The motion prevailed.

HF910 (Edelson) – Newborn hearing screening advisory committee expiration date extended.

Representative Pryor moved that HF910 be laid over for possible inclusion in an Early Childhood Division Report.

Representative Edelson presented HF910.

HF2575 (Pinto) – Children and family services provisions modified, and money appropriated.

Chair Pinto moved that HF2575 be laid over for possible inclusion in an Early Childhood Division Report.

Chair Pinto presented HF2575.

Vice-Chair Kotyza-Witthuhn renewed the motion that HF2575 be laid over for possible inclusion in an Early Childhood Division Report.

HF2474 (Claflin) – Child care economic grant program created, and money appropriated.

Representative Kotyza-Witthuhn moved that HF2474 be laid over for possible inclusion in an Early Childhood Division Report.

Representative Kotyza-Witthuhn withdrew her motion.

Representative Kotyza-Witthuhn moved that HF2474 be referred to the Health and Human Services Finance Division.

Representative Claflin presented HF2474.

Representative Kotyza-Witthuhn renewed her motion that HF2474 be referred to the Health and Human Services Finance Division. The motion prevailed.

HF2195 (Pryor) – Early care and education program requirements governed including quality rating and improvement system, implementation outreach, universal identified requirements; and data practices evaluation; early care and education coordination task force established; technical changes made; and money appropriated.

Representative Pryor moved that HF2195 be laid over for possible inclusion in an Early Childhood Division Report.

Representative Pryor moved the H2195A2 amendment be added to HF2195. The motion prevailed.

Representative Pryor presented HF2195, as amended.

The meeting was recessed at 9:21 am.

The meeting was reconvened at 5:35 pm in Room 400 North in the State Office Building.

HF2201 (Her) – St. Paul; creating college savings accounts at birth grant funding proved, report required, and money appropriated.

Representative Wazlawik moved that HF2201 be brought before the committee.

Representative Her presented HF2201.

Chair Pinto renewed the motion that HF2201 be laid over for possible inclusion in an Early Childhood Division Report. The bill was laid over.

Representative Pryor withdrew her earlier motion that HF2195 be laid over for possible inclusion.

Representative Pryor moved that HF2195, as amended, be referred to the Health and Human Services Finance Committee, with a recommend re-referral to the Judiciary Finance and Civil Law Division.

Representative Pryor continued to present HF2195, as amended.
