MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:32 A.M. on Tuesday, May 12, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olson moved that the minutes of May 11, 2020 be adopted. THE MOTION PREVAILED.


HF2529 (Murphy) Authorizing spending to acquire and better public land and buildings and for other improvements of a capital nature.

Representative Olson moved adoption of the Capital Investment Finance Division Report for HF2529. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF2529, as amended, be recommended to be placed on the General Register.

Representative Olson moved to adopt the A20-0785 delete everything amendment for the author.

Representative Olson moved to adopt the H2529A19 amendment to the A20-0785 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Davids moved to adopt the H2529A16 amendment to amend the A20-0785 amendment.

Deb Dyson, House Research, explained the amendment.

Representative Davids withdrew the A16 amendment.

Representative Torkelson moved to adopt the H2529A17 amendment to amend the A20-0785 amendment.

Deb Dyson, House Research, explained the amendment.

Representative Torkelson renewed the motion to adopt the H2529A17 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Murphy presented the A20-0785 amendment as amended.

Representative Carlson renewed the motion to adopt the A20-0785 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Andrew Lee, Fiscal Analyst, gave an overview of the fiscal spreadsheet and answered member questions.

Representative Murphy gave closing comments on the bill.

Representative Lillie moved that HF2682, the first engrossment, be recommended to be placed on the General Register.

Representative Lillie moved to adopt the H2682DE1 amendment.

Representative Lillie moved to adopt the H2682A3 amendment to the DE1 and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.
