MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 10:12 A.M. on Friday April 12, 2019, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olson moved that the minutes of April 11, 2019 be adopted. THE MOTION PREVAILED.

Representative Carlson announced that HF2086 (Ecklund) Omnibus Veterans and Military Affairs Finance bill and HF1935 (Nelson) Omnibus State Government Finance bill would be combined to better align with the Senate moving into conference committee. He explained that individual bills would be heard and amended and then temporarily laid over until a procedural motion would be made to combine them into one.


(BUDRES01) Budget Resolution, adopted on March 25th

Representative Carlson moved the March 25 Budget Resolution coded BUDRES01 before the committee.

Representative Carlson moved the BUDRES01-A01 amendment.

Bill Marx, Chief Fiscal Analyst, explained the amendment.

Representative Carlson renewed the motion on the BUDRES01-A01 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF2086 (Ecklund) Omnibus Veterans and Military Affairs Finance bill

Representative Ecklund moved adoption of the Veterans and Military Affairs Finance and Policy Division Report for HF2086. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Ecklund moved that HF2086, as amended, be recommended to be placed on the General Register.

Representative Ecklund moved the H2086A5 author’s amendment.

Helen Roberts, House Fiscal Analyst, explained a technical change needed to the H2086A5 amendment to fix a drafting error.

Representative Ecklund renewed the motion on the H2086A5 amendment with instruction to staff to adjust the totals accordingly. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund presented HF2086 as amended and answered questions on the bill.

HF2086 WAS LAID OVER.

Patrick McCormick, Director of House Research, clarified questions on adopting division reports.

HF1935 (Nelson) Omnibus State Government Finance bill

Representative Nelson moved adoption of the State Government Finance Division Report for HF1935. Representative Albright requested a roll call. The results were as follows:

Representative Nelson moved that HF1935, as amended, be recommended to be placed on the General Register.

Representative Nelson moved the H1935A54 author’s amendment and explained the amendment. Representative Albright requested a roll call vote. The results were as follows:

By a vote of 18 AYES and 7 NAYS, THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nelson presented HF1935 as amended.

Seeing no further discussion, Representative Carlson accepted motions to combine bills into HF1935.

Representative Nelson moved that the language contained in HF1935, as amended, be included as separate articles in the Omnibus State Government and Veterans Affairs Finance Bill. THE MOTION PREVAILED.

Representative Ecklund moved to incorporate the language contained in HF2086, as amended, into HF1935 as separate articles. THE MOTION PREVAILED.

Representative Nelson renewed the motion that HF1935, as amended, be recommended to be placed on the General Register and that staff be directed to make technical corrections and amend the title. THE MOTION PREVAILED.

HF2125 (Marquart) Omnibus Tax bill

Representative Marquart moved that HF2125, First Engrossment, be recommended to be placed on the General Register.

Representative Marquart moved and explained the H2125A21 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Marquart moved and explained the H2125A22 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Marquart presented HF2125 as amended and responded to questions and comments.

Representative Marquart renewed the motion that HF2125, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF1581 (Poppe) Farmer Mental Health Funding

Representative Poppe moved adoption of the Agriculture and Food Finance and Policy Division Report for HF1581. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Poppe moved that HF1581, as amended, be recommended to be placed on the General Register.

Representative Poppe presented HF1581.

Representative Poppe renewed the motion that HF1581, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF1487 (Dehn) Elections administration, voting, voter registration, polling places, ballots, recounts, contests, candidates, and related provisions technical and policy changes made

Representative Olson moved that HF1487, First Engrossment, be recommended to be placed on the General Register.

Representative Dehn presented and answered questions on the fiscal impact of HF1487.

Samm Bonawitz, Director of Government Relations, Office of the Minnesota Secretary of State, answered questions on HF1487.

Representative Olson renewed the motion that HF1487, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.
