MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 11:35 A.M. on, Wednesday, April 10, 2019, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olson moved that the minutes of April 9, 2019 be adopted. THE MOTION PREVAILED.

Representative Carlson announced that HF1151 (Hausman) Omnibus Housing Finance bill and HF2200 (Poppe) Omnibus Agriculture and Food Finance bill would be combined to better align with the Senate moving into conference committee. He explained that individual bills would be heard and amended and then temporarily laid over until a procedural motion would be made to combine them into one.


HF1555 (Hornstein) Omnibus transportation finance bill

Representative Hornstein moved adoption of Transportation Finance Division Report on HF1555. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hornstein moved that HF1555, Second Division Engrossment, as amended, be recommended to be referred to the Tax Committee.

Representative Hornstein moved the A19-0445 author’s amendment to amend HF1555, Second Division Engrossment.

Andrew Lee, House Fiscal Analyst, answered questions on the A19-0445 amendment.

Representative Carlson renewed motion on the A10-0445 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hornstein presented HF1555 as amended and responded to questions.

Representative Hornstein renewed the motion that HF1555, Second Division Engrossment, as amended, be recommended to be referred to the Tax Committee.

Representative Torkelson requested a roll call vote. The results were as follows:

HF2208 (Mahoney) Omnibus Jobs and Economic Development and Energy Finance bill

Representative Carlson moved that HF2208, SECOND ENGROSSMENT, be recommended to be placed on the General Register.

Representative Carlson noted that the bill had been modified in the Tax Committee which warranted a return to Ways and Means.

Representative Carlson renewed the motion that HF2208, SECOND ENGROSSMENT, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF1151 (Hausman) Omnibus housing finance bill

Representative Hausman moved adoption of the Housing Finance and Policy Division Report for HF1151. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hausman moved that HF1151, First Division Engrossment, be recommended to be placed on the General Register.

Representative Hausman presented HF1151 and responded to questions.

HF1151, FIRST DIVISION ENGROSSMENT, WAS LAID OVER.


HF2200 (Poppe) Omnibus Agriculture and Food Finance bill

Representative Poppe moved adoption of the Agriculture Food Finance and Policy Division Report for HF2200, THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Poppe moved that HF2200, First Division Engrossment be recommended to be placed on the General Register.

Representative Poppe presented HF2200 and responded to questions.

Seeing no further discussion, Representative Carlson accepted motions to combine bills into HF 2200.

Representative Hamilton requested a roll call vote on HF2200.

Representative Hausman moved to amend HF2200, incorporating HF1151, as amended, as a separate article. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Members discussed the Hamilton roll call vote.

Representative Poppe renewed the motion that HF2200, as amended, be recommended to be placed on the General Register and that the staff be directed to make technical corrections and amend the title. THE MOTION PREVAILED.


HF2209 (Hansen) Omnibus Environment and Natural Resources Finance bill

Representative Hansen moved adoption of the Environment and Natural Resources Finance Division Report for HF2209. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hansen moved that HF2209, First Division Engrossment, be recommended to be placed on the General Register.

Representative Hansen moved the H2209A26 amendment to amend HF2209, First Division Engrossment, and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen moved the H2209A27 amendment to amend HF2209, First Division Engrossment, and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davnie moved the H2209A28 amendment to amend HF2209, First Division Engrossment, and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF2209 as amended and responded to questions.

Brad Hagemeier, House Fiscal Analyst, answered questions on HF2209.

Representative Hansen renewed the motion that HF2209, as amended, be recommended to be placed on the General Register and that staff be directed to make technical changes and amend the title.

HF2828 (Bennett) Relating to natural resources; appropriating money for trail connection to Blazing Star Trail.
