Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:49 A.M. on, Monday, April 1, 2019, in Room 200 of the State Office Building.

Chair Carlson announced that a quorum was not present, but the meeting would start with the first presentation and formal action would be held until a quorum was present. At 9:50 A.M., a quorum was present.
