MINUTES

Representative Lyndon Carlson, Sr., Chair of the Committee, called the meeting to order at 9:48 A.M. on, Monday, January 14, 2019, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Carlson made remarks from the chair, introductions were made.

Commissioner Myron Frans, Minnesota Management and Budget, and Assistant Commissioner Nikki Farago, Children and Family Services of the Department of Human Services, testified regarding the effects of the partial government shutdown on the state of Minnesota and answered questions from members.

Representative Carlson discussed committee rules.

Representative Carlson referred members to the attached memo regarding bill referrals.

HF 18 (Fabian) Appropriating money for wolf and elk depredation payments.
To the Division on Education Finance:
Thursday, January 10, 2019:
HF 2 (Edelson) Increasing funding for school-linked mental health services grants; providing funding for full-service community schools; extending funding for support our students grants; funding the homework starts with home program; increasing funding for the collaborative urban educator program; appropriating money.
HF 16 (Urdahl) Modifying the calculation of small schools revenue.
HF 26 (Krunesh-Podein) Increasing funding for school-linked mental health services grants; providing funding for full-service community schools; extending funding for support our students grants; funding the homework starts with home program; increasing funding for the collaborative urban educator program; appropriating money.
To the Division on Greater MN Jobs & Economic Development Finance:
Thursday, January 10, 2019:
HF 7 (Ecklund) Appropriating money to the broadband grant program.
To the Division on Health and Human Services Finance:
Thursday, January 10, 2019:
HF 1 (Kotyza-Witthuhn) Creating additional funding and opportunities for children ages birth to three; governing certain programs and funding for prenatal services, home visiting, early childhood education, and child care assistance; appropriating money.
HF 30 (Moran) Creating additional funding and opportunities for children ages birth to three; governing certain programs and funding for prenatal care services, home visiting, early childhood education, and child care assistance; appropriating money.
To the Division of Public Safety & Criminal Justice Reform Finance and Policy:
Thursday, January 10, 2019:
HF 8 (Pinto) Requiring criminal background checks for firearms transfers.
HF 9 (Richardson) Enabling law enforcement and family members to petition a court to prohibit people from possessing firearms if they pose a significant danger to themselves or others by possessing a firearm.
HF 15 (Stephenson) Eliminating the voluntary relationship defense for criminal sexual conduct crimes.
HF 28 (A. Carlson) Requiring criminal background checks for firearms transfers.
