SUBCOMMITTEE ON LEGISLATIVE PROCESS REFORM MINUTES

Representative Gene Pelowski, Chair of the Subcommittee on Legislative Process Reform, called the meeting to order at 9:30 AM on November 12, 2019, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

1. The use of the November forecast and the February forecast by House committees
2. House Rule 4.03b – Budget Resolution timeline
3. Methods by which to promote the orderly work of conference committees
4. Joint Rule 2.06 – Conference committee reports and concurrences
5. Joint Rule 2.03 – Resolution deadlines
6. Discouraging policy provisions in budget bills
7. Base budgeting
8. Zero-base budgeting
