MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:37 PM on Tuesday, March 5, 2019 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Kunesh-Podein moved to approve the minutes for the Monday, March 4, 2019 meeting. THE MOTION PREVAILED.

HF1496 (Edelson) – Dyslexia screening required in school.

Representative Christensen moved that HF1496 be laid over for possible inclusion in an omnibus bill.

Representative Youakim moved the H1496DE1 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Edelson introduced HF1496 as amended.

Rachel Berger, Decoding Dyslexia, testified in support of HF1496.
Jodi Smith, Decoding Dyslexia, testified in support of HF1496.
Dr. Amy Schulting, Minnesota Department of Education, testified in support of HF1496.
Lynn McGrane and Jessica Grunwald, District 196, testified on their concerns about HF1496.

Representative Youakim renewed the motion that HF1496, as amended, be laid over for possible inclusion in an omnibus bill. THE BILL WAS LAID OVER.

HF1412 (Daniels) – Dyslexia screening required.

Representative Erickson moved that HF1412 be laid over for possible inclusion in an omnibus bill.

Representative Erickson moved the A19-0100 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Daniels introduced HF1412 as amended.

Representative Youakim renewed the motion that HF1412, as amended, be laid over for possible inclusion in an omnibus bill. THE BILL WAS LAID OVER.

HF329 (Daniels) – Dyslexia specialist duties modified.

Representative Erickson moved that HF329 be laid over for possible inclusion in an omnibus bill.

Representative Daniels introduced HF329.

Daron Korte, Minnesota Department of Education, testified on HF329.

Representative Daniels renewed the motion that HF329 be laid over for possible inclusion in an omnibus bill. THE BILL WAS LAID OVER.

HF1495 (Kunesh-Podein) – Teacher training required to implement instructional strategies to meet dyslexic needs in all teaching license tiers.

Representative Kunesh-Podein moved that HF1495 be laid over for possible inclusion in an omnibus bill.

Lynn McGrane and Jessica Grunwald, District 196, testified in opposition to HF1495.

HF1954 (Youakim) – Prekindergarten through grade 12 education policy changes made including general education, education excellence, nutrition, and facilities; and report required.

Representative Youakim moved that HF1954 be laid over for possible inclusion in an omnibus bill.

The meeting recessed at 4:15 PM.

The meeting reconvened at 6:35 PM in Room 10 of the State Office Building.

Josh Downham, Minneapolis Public Schools, testified on HF1954.
Rick Heller, Unofficial Twice Exceptional and Print Disabled, testified on HF1954.
Daron Korte, Minnesota Department of Education, answered questions on HF1954.

Representative Christensen renewed the motion that HF1954 be laid over for possible inclusion in an omnibus bill. THE BILL WAS LAID OVER.

Representative Kunesh-Podein, Vice Chair of the Committee, assumed the gavel at 7:03 PM.

HF1868 (Youakim) – Student journalists in grades 6 through 12 speech and press rights clarified.

Representative Youakim moved that HF1868 be referred to the General Register.

Representative Youakim moved the H1868A1 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The Chair's intent in hearing these bills is to have the first five bills heard during the daytime slot (with a potential for more to be added). Then, HF1868 (Youakim) will be heard when we reconvene at 6:30PM in SOB Room 10. Public testimony will be had on the Governor's bill. We will allot for 30 minutes for public testimony.
