MINUTES
Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on March 12, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:02 P.M. A quorum was present.

Representative West moved the Minutes of March 7th, 2018. THE MOTION PREVAILED.

HF2795 (Loon) Teacher code of ethics codified, background checks required, mandatory reporting expanded, grounds for teacher discharge expanded, and criminal sexual conduct offenses for persons in current or recent positions of authority of juveniles expanded.

Char Runbeck moved that HF2795 be re-referred to the Committee on Civil Law and Data Privacy Policy.

Representative Loon presented HF2795.
Tom Keliher, Minnesota School Bus Operators Association, testified on HF2795.

Chair Runbeck renewed the motion that HF2795 be re-referred to the Committee on Civil Law and Data Privacy Policy. THE MOTION PREVAILED.

HF3463 (Petersburg) Motor vehicle titling and registration provisions modified.

Representative Petersburg moved that HF3463 be re-referred to the Committee on Government Operation and Elections.

Representative Petersburg moved the H3463A1 Amendment.
Representative Petersburg moved to amend the H3463A1 Amentment as follows.
On line 1.5 delete “from auctioneers” and add “s” after “perform” and on Line 1.7 delete “eligible auctioneers” and add “auto auctions”. THE LANGUAGE WAS INCORPORATED.

Representative Petersburg moved the H3463 Amendment as adopted. THE MOTION PREVAILED.

Representative Petersburg presented HF3463.
Amber Backhaus, VP of Public Affairs, MN Automobile Dealers Association, testified in support of HF3463.
Sandy Neren, Messerli and Kramer, testified on HF3463.
Dawn Olson, Driver and Vehicle Services Director, Department of Public Safety, testified on HF3463.

Representative Petersburg renewed the motion that HF3463 be re-referred as amended to the Committee on Government Operation and Elections. THE MOTION PREVAILED.

HF3273 (Albright) Metropolitan Council governance modified, and Transportation Advisory Board eliminated.

Chair Runbeck moved that HF3273 be re-referred to the Committee on Government Operations and Elections.

Representative Albright presented HF3273.
Mike Beard, Commissioner, Scott County, testified in favor of HF3273.
Kevin Burkart, Councilman, Prior Lake, testified in favor of HF3273.
Keith Carlson, Executive Director, Minnesota Inter-County Association, testified in favor of HF3273.
Patricia Nauman, Executive Director, Metro Cities, testified in opposition to HF3273.
Pahoua Yang Hoffman, Executive Director, Citizen League, testified in opposition to HF3273.
Susan Arntz, Citizen League, testified in opposition to HF3273.
Judd Schetnan, Government Affair Director, Metropolitan Council, testified in opposition to HF3273.

Representative Bernardy moved the H3273DE1 Amendment. THE MOTION DID NOT PREVAIL.

Representative Hornstein moved the H3273DE2 Amendment. THE MOTION DID NOT PREVAIL.

Chair Runbeck renewed the motion that HF3273 be re-referred to the Government Operation and Elections. THE MOTION PREVAILED.


HF7 (Nash) Metropolitan Council member staggered terms provided.

Chair Runbeck moved that HF7 be re-referred to the Committee on Government Operation and Elections.

Chair Runbeck moved the HF007A2 Amendment. THE MOTION PREVAILED.

Representative Nash presented HF7.
Patricia Nauman, Executive Director, Metro Cities, testified in favor of HF7.
Pahoua Yang Hoffman, Executive Director, Citizen League, testified in favor of HF7.
Susan Arntz, Citizen League, testified in favor of HF7.

Chair Runbeck renewed the motion that HF7 be re-referred as amended to the Government Operation and Elections. THE MOTION PREVAILED.
