MINUTES

Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on March 6th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:02 P.M. A quorum was present.

Representative Bahr moved the minutes of March 3rd, 2017. THE MOTION PREVAILED.

HF1747 (Wagenius) Sewer availability charge modified.

Chair Runbeck moved that HF1747 be re-referred to the Committee on Government Operation and Election.

Chair Runbeck moved the H1747A1 Amendment. THE MOTION PREVAILED.

Representative Wagenius presented HF1747.
Andrew Johnson, Ward 12, Minneapolis City Council, testified in support of HF1747.
Gail Mollner, owner, Blackbird Café, testified in support of HF1747.
Ned Smith, Metropolitan Council, testified in opposition to HF1747.
Wendy Wulff, District 16, Metropolitican Council Member, testified in opposition to HF1747.
Erik Forsberg, owner, Devil’s Advocate, Erik the Red, Dan Kelly’s, testified in support of HF1747.

Chair Runbeck renewed the motion that HF1747 as amended be re-referred to the Committee on Government Operations and Elections. THE MOTION PREVAILED.

HF1670 (Zerwas) Driver diversion program made permanent, proof of insurance provided by courts authorized, uniform traffic ticket amended, waiver of criminal surcharge authorized, court appearance for driving offenses mandated, and money appropriated.

Chair Runbeck moved that HF1670 be re-referred to the Committee on Public Safety and Security Policy and Finance.

Chair Runbeck moved the H1670A4 Amendment. THE MOTION PREVAILED.

Representative Youakim moved to orally amend the HF1670. Page 1 line 4 after “commissioner” insert a comma. THE MOTION PREVAILED. THE LANGUAGE WAS INCORPORATED.

Chair Runbeck moved that HF1224 be sent to the General Register.

Lieutenant Brian Rue, Director of Pupil Transportation Safety, Minnesota State Patrol, testified in support of HF1224.

Chair Runbeck renewed the motion that HF1224 be sent to the General Register. THE MOTION PREVAILED.

HF1725 (Drazkowski) Vehicles transporting milk weight limitations amended, and analysis of deficient bridges required.

Chair Runbeck moved that HF1725 be re-referred to the Committee on Transportation Finance.

Chuck Nelson, First District Association, Dairy Cooperative, testified in support of HF1725.

HF1037 (Vogel) Legislative approval of housing incentives and allocations by the Metropolitan Council required.

Chair Runbeck moved that HF1037 be re-referred to the Committee on Government Operations and Elections.
