Representative Pat Garofalo, Chair of the Jobs Growth and Energy Affordability Policy and Finance Committee, called the meeting to order at 12:07 PM on April 12, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Clark moved the meeting minutes from April 11, 2018 be approved. THE MOTION PREVAILED.

HF4095 (Nash) Youth skills training program modified, and money appropriated.

Representative Garofalo moved HF4095 to be laid over for possible inclusion in a later bill.

Amy Walstien, Executive Director, Minnesota Precision Manufacturers Association; Heather McGannon, Assistant Commissioner, DOLI; testified on HF4095.

Representative Garofalo renewed his motion for HF4095 to be laid over for possible inclusion in a later bill. THE MOTION PREVAILED.

HF4180 (Garofalo) Satellite broadband providers made eligible for grants.

Representative Garofalo moved HF4180 to be laid over for possible inclusion in a later bill.

Steve Hill, CEO, Satellite Communications and Broadcasting Association; testified on HF4180.

Representative Garofalo renewed his motion for HF4180 to be laid over for possible inclusion in a later bill. THE MOTION PREVAILED.

The Governor’s Task Force on Broadband testified on 2017 Annual Report of the Governor's Task Force on Broadband.

Margaret Anderson-Kelliher, Chair, Governor’s Task Force on Broadband; testified.

HF3527 (Layman) Broadband grant program funding provided, and money appropriated.

Representative Layman moved HF3527 to be laid over for possible inclusion in a later bill.

Gary Johnson, CEO, Paul Bunyan Communications; Nancy Hoffman, Chair, Minnesota Rural Broadband Coalition; Hannah Erickson, Student, Greenway High School; Eric Klindt, Commissioner, Wilkin County; Barb Anderson, Essentia Health; testified on HF3527.

Representative Layman renewed her motion for HF3527 to be laid over for possible inclusion in a later bill. THE MOTION PREVAILED.
