Representative Marion O’Neill called the meeting to order at 3:00 PM on March 14, 2018, in Room 10 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

HF3243 (Rarick) Pension rate base for purposes of rate increase hearings established.

Herb Minke, Vice President, Energy Policy and Regulatory Affairs; Andy Snope, Legislative and Political Director, International Brotherhood of Electrical Workers Minnesota State Council; testified on HF3243.

The Committee reached quorum at 3:13 PM.
Representative Rarick moved the meeting minutes from March 13, 2018 be approved. THE MOTION PREVAILED.

Representative Rarick referred HF3243 to move to the general register.

Representative Pat Garofalo, Chair of the Job Growth and Energy Affordability Policy and Finance Committee, assumed the gavel at 3:15 PM.

Bill Grant, Deputy Commissioner of Energy and Telecommunications, Minnesota Department of Commerce; testified on HF3243.
Representative Rarick renewed his motion to move HF3243 to the general register. THE MOTION PREVAILED.

HF2853 (Ecklund) Northeastern Minnesota educational programming and academic support funding provided, bonds issued, and money appropriated.

Representative Metsa moved HF2853 for possible inclusion in later bill.

Karen Blackburn, Executive Director, Cook County Higher Education; testified on HF2853.

Representative Metsa renewed his motion for HF2853 to have possible inclusion in later bill. THE MOTION PREVAILED.

HF2937 (Neu) Job training program requirements modified.

Representative Neu moved HF2937 to be recommended to pass and be referred to the general register.
Representative Neu moves A18-0597 to be adopted into HF2937. THE MOTION PREVAILED.

Leslie Dwight, Director of Strategic Impact, Twin Cities R!SE; testified on HF2937.
Representative Neu renewed his motion to move HF2937 to the General Register as amended. THE MOTION PREVAILED.

The meeting was adjourned at 3:51 PM.
