MINUTES


Representative Pat Garofalo, Chair of the Jobs Growth and Energy Affordability Policy and Finance Committee, called the meeting to order at 3:00 PM on March 20, 2018, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Mahoney moved the meeting minutes from March 14, 2018 be approved. THE MOTION PREVAILED.

HF3763 (Layman) Douglas J. Johnson economic protection trust fund use limited.
Mark Phillips, Commissioner, Department of Iron Range Resources and Rehabilitation.

Representative Layman motioned HF3763 to move to the General Register.
Representative Layman renewed the motion for HF3763 to move to the General Register. THE MOTION PREVAILED.

HF3760 (Wagenius) Public School district grant program to install solar energy systems established, and money appropriated.

Representative Wagenius moved HF3760 to have possible inclusion in a later bill.
Representative Wagenius moved H3760A2 to be adopted in HF3760. THE MOTION PREVAILED.

David Shaffer, Policy Director, MN Solar Energy Industry Association; Eric Pasi, Chief Development Officer, IPS Solar; Rick Evans, Director of Regional Government Affairs, Xcel Energy; testified on HF3760.

Representative Wagenius renewed the motion for HF3760 to be laid over for possible inclusion in later bill. THE MOTION PREVAILED.

HF3232 (O’Neill) Solar energy incentive program modified.

Representative O’Neill moves HF3232 to the Committee on Ways and Means.

Representative O’Neill moves H3232A1 to be adopted into HF3232. THE MOTION PREVAILED.

Representative O’Neill renewed the motion to have HF3232 move to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Neu assumed the gavel at 3:38 PM.

HF3002 (Garofalo) Border to border broadband grant program eligibility modified.

Representative Garofalo moved HF3002 to have possible inclusion in later bill.

Margaret Anderson Kelliher, Chair, Governor’s Task Force on Broadband; testified on HF3002.
Representative Garofalo renewed his motion for HF3002 to be laid over for possible inclusion in a later bill. THE MOTION PREVAILED.

The Center for the American Experiment testified on the overview of Minnesota utility and energy prices and historical trends.
John Hinderaker, President, Center for the American Experiment; John Phelan, Economist, Center for the American Expierment; Isaac Orr, Research Fellow for Energy and Environment, The Heartland Institute; testified regarding the energy presentation.

The Citizens Utility Board of Minnesota testified on the trends in Minnesota Electricity Costs.
Annie Levenson-Falk, Executive Director, Citizens Utility Board; testified on energy trends.

The meeting was adjourned at 4:54 PM.
