Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 1:22 PM on Monday, September 25, 2017, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Davnie moved the minutes of May 17, 2017 be approved. THE MOTION PREVAILED.

HF1005 (Garofalo) Commerce and Employment and Economic Development Departments number of deputy commissioners reduced, and current deputy commissioners allowed to serve until January 1, 2019.

Representative Garofalo moved HF1005 be referred to the General Register.

Alison Groebner, Government Affairs Director, Minnesota Department of Commerce; Darielle Dannen, Government Relations Director, Minnesota Department of Employment and Economic Development; testified on HF1005.

Representative Garofalo renewed his motion that HF1005 be referred to the General Register. THE MOTION PREVAILED.

HF1037 (Vogel) Legislative approval of housing incentives and allocations by the Metropolitan Council required.

Representative Vogel moved HF1037 be referred to the General Register.

LisaBeth Barajas, Local Planning Assistance Manager, Metropolitan Council; Patricia Nauman, Executive Director, Metro Cities; testified on HF1037.

Representative Vogel renewed his motion that HF1037 be referred to the General Register. THE MOTION PREVAILED.

HF1119 (Theis) Criminal penalties modified.

Representative Garofalo moved HF1119 be referred to the General Register. THE MOTION PREVAILED.

HF1202 (Garofalo) Labor and industry commissioner duties technical correction made.

Representative Garofalo moved HF1202 be referred to the General Register. THE MOTION PREVAILED.

HF1394 (Kelly Fenton) Dislocated worker program modified.

Representative Garofalo moved HF1394 be referred to the General Register. THE MOTION PREVAILED.

The committee heard testimony on economic outcomes and development programs within Minnesota demographics. The following people testified:

Steve Hine, Director of Labor Market Information Office, Minnesota Department of Employment and Economic Development; Eric Armacanqui, Legislative and Policy Liaison, Minnesota Council on Latino Affairs; John Pacheco, President and Chief Executive Officer, Comunidades Latinas Unidas en Servico; Ruby Lee, President, Comunidades Latinas Unidas en Servico; testified on HF1394.

The meeting was adjourned at 3:13 PM.
