MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 3:03 PM on Tuesday, March 21, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Mahoney moved the minutes of March 20, 2017 be approved. THE MOTION PREVAILED.

HF47 (Garofalo) Dakota County; Byllesby Dam funding provided, bonds issued, and money appropriated.

The committee had an informational hearing on HF47.

Mike Slawik, Commissioner and Chair, Dakota County Board of Commissioners; Josh Peterson, Water Resources Engineer, Dakota County; testified on HF47.

HF6 (Fabian) Public Utilities Commission membership modified. The bill, as amended, was laid over for possible inclusion in a later bill.

Representative Garofalo moved HF6 be laid over for possible inclusion in a later bill.

Representative Garofalo moved the H0006DE2 amendment be adopted. THE MOTION PREVAILED.

Representative Garofalo renewed his motion that HF6, as amended, be laid over for possible inclusion in a later bill.

HF2220 (Thissen) Center for Rural Policy and Development funding provided, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Thissen moved HF2220 be laid over for possible inclusion in a later bill.

Brad Finstad, Executive Director, Center for Rural Policy Development; Dave Ladd, Board Member and Chair of Finance Committee, Center for Rural Policy Development; testified on HF2220.

Representative Thissen renewed his motion that HF2220 be laid over for possible inclusion in a later bill.

HF759 (Metsa) Biomass project contract terms amended. The bill, as amended, was laid over for possible inclusion in a later bill.

Representative Metsa moved HF759 be laid over for possible inclusion in a later bill.

Representative Metsa moved the H0759DE3 amendment be adopted. THE MOTION PREVAILED.

Terry Leoni, Laurentian Energy Authority; Rick Evans, Director of Regional Government Affairs, Xcel Energy; testified on HF759.

Representative Metsa renewed his motion that HF759, as amended, be laid over for possible inclusion in a later bill.

The committee heard presentations on the Governor's Budget Recommendations. The following people presented:

Shawntera Hardy, Commissioner, Department of Employment and Economic Development.

Ryan Baumtrog, Assistant Commissioner, Minnesota Housing Finance Authority.

Ken Peterson, Commissioner, Department of Labor and Industry.

Mike Rothman, Commissioner, Department of Commerce.

The meeting was adjourned at 4:27 PM.
