MINUTES

Representative Jim Newberger, Vice Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 3:00 PM on Wednesday, March 8, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Bahr moved the minutes of March 7, 2017 be approved. THE MOTION PREVAILED.

HF1419 (O'Neill) Unemployment Insurance Advisory Council recommendations adopted.

Representative O’Neill moved HF1419 be referred to the General Register.

Representative O’Neill moved the A17-0140 be adopted. THE MOTION PREVAILED.

Rick Caligiruri, Director of Unemployment Insurance, Department of Employment and Economic Development; testified on HF1419.

Representative O’Neill renewed her motion that HF1419, as amended, be referred to the General Register. THE MOTION PREVAILED.

Representative Garofalo assumed the gavel at 3:08 PM.

HF1366 (Albright) Workers' Compensation Advisory Council recommendations adopted, department proposals adopted, inpatient service payments modified, forbearance of amounts owed to the special compensation fund allowed, intervention procedures modified, and rulemaking authorized.

Representative Newberger moved HF1366 be laid over for possible inclusion in a later bill.

Chris Leifeld, Assistant Commissioner, Department of Labor and Industry; testified on HF1366.

Representative Mahoney moved HF1366 be laid on the table. THE MOTION PREVAILED.

HF1643 (Layman) Iron Range resources and rehabilitation commissioner duties modified, and Legislative-Citizen Commission created.

Representative Layman moved HF1643 be recommended to pass and re-referred to the Committee on Ways and Means.
Representative Layman moved the H1643A6 amendment be adopted. THE MOTION PREVAILED.
Mark Phillips, Commissioner, Iron Range Resources and Rehabilitation Board; testified on HF1643.

Representative Layman renewed her motion that HF1643, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Mahoney moved the A17-0183 amendment be adopted. THE MOTION PREVAILED.

Mary Vogel, Senior Research Fellow, University of Minnesota College of Design; Erin Meyer, Executive Director, Southeast Regional Sustainable Development Partnership; testified on HF2036.

Representative Mahoney renewed his motion that HF2036, as amended, be laid over for possible inclusion in a later bill.

HF24 (Clark) Minneapolis; American Indian Center renovation predesign funding provided, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Clark moved HF24 be laid over for possible inclusion in a later bill.

Mary LaGarde, Executive Director, Minneapolis American Indian Center; Sam Olbekson, Board President, Minneapolis American Indian Center; testified on HF24.

Representative Clark renewed her motion that HF24 be laid over for possible inclusion in a later bill.

HF227 (Thissen) Cost-of-living study contents revised. The bill was laid over for possible inclusion in a later bill.

Representative Thissen moved HF227 be laid over for possible inclusion in a later bill.

HF2018 (Clark) Community Priority One job training, job referrals, and housing assistance funding provided; and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Clark moved HF2018 be laid over for possible inclusion in a later bill.

Mohamed Ali, Executive Director, Community Priority One; Abdullahi Warsame, Social Service Provider, Community Priority One; testified on HF2018.

Representative Clark renewed her motion that HF2018 be laid over for possible inclusion in a later bill.
