SUBCOMMITTEE ON CHILDCARE ACCESS & AFFORDABILITY
MINUTES

Representative Franson, Chair of the Subcommittee on Childcare Access & Affordability, started the meeting at 8:19 AM. on February 28, 2018, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Franson officially called the meeting to order at 8:45 AM. A quorum was present.

Julie Seydel, Kozy Kidz Licensed Homecare, Anoka, MN testified regarding problems for daycare providers.

Elizabeth Bangert, owner, Here We Grow, Mankato, MN testified regarding issues for daycare providers including fingerprinting for family members of providers.

Kathy Smith, Liberty Classical Academy, Maplewood & White Bear Lake, MN testified regarding the Department of Human Resources regulations.

Cisa Keller, Think Small, testified regarding day care providers closing.

Karen White, Northwest MN Foundation, Bemidji, MN testified regarding financing needs.

Jess Myers, Ewald Consulting, MN Childcare Assoc. testified regarding Positive Supports and how they do not apply to daycare providers.

Jim Koppel, Commissioner DHS Children & Family Services testified regarding DHS programs that would bring MN into compliance with federal law.

Representative Standstede moved to approve the minutes from February 27, 2017. THE MOTION PREVAILED.


The meeting was adjourned at 9:57 AM.
