MINUTES

Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:19 a.m. on Thursday, March 22, 2018, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Alysha Carlisle, Rochester, Minnesota, testified regarding HF 3734.

Kristina Jovanovic, Rochester, Minnesota, testified regarding HF 3734.

Jamil James, Rochester, Minnesota, testified regarding HF 3734.

A quorum was present at 8:28 a.m.

Representative Schomacker moved HF 3734 be recommended to be referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A18-0682 amendment.

Representative Pierson testified regarding the A18-0682 amendment. THE AMENDMENT WAS ADOPTED.

Representative Schomacker renewed their motion that HF 3734, as amended, be recommended to be referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF 3782 - (Johnson): Discharge from civil commitment provisions modified for persons committed as mentally ill and dangerous, sexually dangerous, or persons with a sexual psychopathic personality.

Representative Schomacker moved HF 3782 be recommended to be referred to the General Register.

Representative Schomacker moved the A1 amendment.

Representative Johnson testified regarding the A1 amendment.

Robert Benson, Department of Human Services, testified regarding the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Johnson testified regarding HF 3782, as amended.

Robin Benson, Department of Human Services, testified regarding HF 3782, as amended.

Representative Schomacker renewed their motion that HF 3782, as amended, be recommended to be referred to the General Register. THE MOTION PREVAILED.

Representative Kresha moved to approve the minutes from March 21, 2018. THE MOTION PREVAILED.

HF 1031 (Theis) Activities not performed or supervised by optometrists or licensed physicians prohibited.

Representative Theis moved HF 1031 be recommended to be referred to the Committee on Commerce and Regulatory Reform.

Representative Theis moved the DE1 amendment.

Representative Theis testified regarding the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Theis testified regarding HF 1031, as amended.

Representative Theis renewed their motion that HF 1031, as amended be recommended to be referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

HF 3291 - (Anselmo): Statewide cessation services to help Minnesotans quit using tobacco products authorized, tobacco cessation account in the special revenue fund established, and money appropriated.

Representative Schomacker moved HF 3291 be recommended to be referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment.

Representative Anselmo testified regarding the A1 amendment. THE AMENDMENT WAS ADOPTED.

Molly Moilanen, ClearWay Minnesota Director of Public Affairs, testified regarding HF 3291, as amended.

Representative Schomacker renewed their motion that HF 3291, as amended be recommended to be referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF 4112 - (Zerwas) Cardiovascular technologists x-ray practice for those who meet education requirements authorized.

Representative Schomacker moved HF 4112 be recommended to be referred to the General Register.

Representative Zerwas testified regarding HF 4112.

Representative Schomacker renewed their motion that HF 4112 be recommended to be referred to the General Register. THE MOTION PREVAILED.

Representative Gruenhagen assumed the chair at 8:58 a.m.

HF 4094 - (Franson) Family and group family child care training requirements modified.

Representative Franson moved HF 4094 be recommended to be referred to the Committee on Health and Human Services Finance.

Representative Franson testified regarding HF 4094.

Lynn Barten, Alexandria, Minnesota, testified regarding HF 4094.

Deb Swenson-Klat, Department of Human Services, testified regarding HF 4094.

Representative Franson renewed their motion that HF 4094 be recommended to be referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF 3778 - (Peterson): Child care provisions relating to families experiencing homelessness modified.

Representative Peterson moved HF 3778 be recommended to be referred to the Committee on Health and Human Services Finance.

Representative Peterson testified regarding HF 3778.

Representative Peterson renewed their motion that HF 3778 be recommended to be referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

The committee adjourned at 9:12 a.m.
