MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:19 a.m. on Thursday, February 23, 2017, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Testimony was heard regarding HF986 (Bennett).

A quorum was present at 8:27 a.m.

Representative Schomacker officially called the meeting to order at 8:39 a.m.

Representative McDonald moved to approve the minutes from February 21, 2017. THE MOTION PREVAILED.

HF987 (Bennett) Social services agencies required to provide foster care or other services to individuals reentiering foster care after 18 years of age.

Representative Schomacker moved HF987 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment. THE AMENMENT WAS ADOPTED.

Testimony was heard regarding HF987, as amended.

Representative Schomacker renewed his motion that HF987, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF1412 (Pierson) Program to support adoptive, foster, and kinship families design and implementation required; and money appropriated.

Representative Schomacker moved HF1412 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Testimony was heard regarding HF1412.

Representative Schomacker renewed his motion that HF1412 be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF733 (Haley) Nurse practices act modified, and licensure requirements for advanced practice registered nurses clarified.

Representative Schomacker moved HF733 be recommended to be re-referred to the General Register.

Testimony was heard regarding HF733.

Shirley Brekken, MS, RN, FAAN, Executive Director, Minnesota Board of Nursing.

Representative Schomacker renewed his motion that HF733 be recommended to be re-referred to the General Register. THE MOTION PREVAILED.

HF643 (Peterson) Title protection and grounds for disciplinary action clarified, and technical changes made.

Representative Peterson moved HF643 be recommended to be re-referred to the Committee on Public Safety.

Representative Peterson moved the A1 amendment. THE AMENMENT WAS ADOPTED.

Testimony was heard regarding HF643, as amended.

Ruth Martinez, MA, Executive Director, MN Board of Medical Practice.

Representative Peterson renewed her motion that HF643, as amended, be recommended to be re-referred to the Committee on Public Safety. THE MOTION PREVAILED.

Chair Schomacker recessed the meeting at 9:55 a.m.

Chair Schomacker reconvened the meeting at 7:53 p.m.

HF526 (Zerwas) Occupational therapy practice board created.

Representative Albright moved HF526 be recommended to be re-referred to the Committee on Government Operations.

Testimony was heard regarding HF526.

Peggy Brandenburg Mueller, Vice President, Minnesota Occupational Therapy
Association.

Representative Albright renewed his motion that HF526 be recommended to be re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

HF1110 (West) Waiver of examination dental assisting licensure, and allied dental professional restorative functions clarified; and technical changes made.

Representative Schomacker moved HF1110 be recommended to be re-referred to the General Register.

Testimony was heard regarding HF1110.

Bridgett Anderson, LDA, MBA, Executive Director, Minnesota Board of Dentistry.

Representative Schomacker renewed his motion that HF1110 be recommended to be re-referred to the General Register. THE MOTION PREVAILED.
