MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, started the meeting at 8:15 a.m. on Tuesday, January 24, 2017, in the Basement Hearing Room of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Sarah Sunderman, Legislative Analyst, Non-Partisan House Research, gave an overview of current state regulation of health-related occupations.

Lauren Block, Program Director, National Governors Association (NGA) Center for Best Practices, Health Division, and Tahra Johnson, MPH, Senior Policy Specialist, Health Program, National Conference of State Legislatures (NCSL), gave an overview entitled “Adding a Level of Objectivity to Scope of Practice Decisions: A National Perspective.”

Nitika Moibi, Supervisor for Health Workforce Planning and Analysis, Minnesota Department of Health, presented on a scope of practice framework and tools.

Testimony was heard from state health licensure boards.

Ruth Martinez, Executive Director, Board of Medical Practice;
Cody Wiberg, Executive Director, Board of Pharmacy.

A quorum was present at 8:24 a.m. Representative Schomacker officially called the meeting to order at 9:00 a.m.

Representative Olson moved to approve the minutes from January 19, 2017. THE MOTION PREVAILED.

The meeting was adjourned at 9:11 a.m.
