MINUTES

Representative Tim O’Driscoll, Chair of the Government Operation and Election Policy Committee called the meeting to order at 10:16AM on March 7, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Sandstede moved to approve the minutes of March 6, 2018. THE MOTION PREVAILED.

HF2902 (Schomacker) Program evaluation duties transferred from the management and budget commissioner to the Legislative Budget Office.

Representative O’Driscoll moved HF2902 before the committee to be rereferred to the State Government Finance Committee.

Representative Schomacker presented HF2902.

Margaret Kelly the State Budget Director of the Minnesota Management and Budget testified in opposition of HF2902.

Representative O’Driscoll renewed his motion to move HF2902 to be rereferred to the State Government Finance Committee. THE MOTION PREVAILED.

HF2722 (Loon) Publication of a natural person's home address addressed.

Representative O’Driscoll moved HF2722 before the committee to be rereferred to the State Government Finance Committee.

Representative Loon presented HF2722.

Representative O’Driscoll moves the H2722A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Bert Black from the Secretary of State’s Office testified in favor of HF2722.

Representative O’Driscoll renewed his motion to move HF2722 as amended to be rereferred to the State Government Finance Committee. THE MOTION PREVAILED.


HF3077 (Metsa) Duluth; Seaway Port Authority membership modified.

Representative O’Driscoll Moves HF3077 before the committee to be referred to the General Resister.

Representative Nelson moves the H3077A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Metsa presents HF3077.

Representative O’Driscoll laid over HF3077 as amended for further consideration.

HF3076 (Sandstede) St. Louis County Civil Service Commission amended, technical changes made, and obsolete language removed.

Representative O’Driscoll moved HF3076 before the committee.

Representative Sandstede moved HF3076 be rereferred to the General Register.

Representative Sandstede presented HF3076.

Representative Sandstede moved the H3076A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Jim Gottschald the Director of Human Recourses for St. Louis County testified in favor of HF3076 as amended.

Representative Pugh assumed gavel at 11:10.

Representative O’Driscoll assumed gavel at 11:15.

Representative Sandstede renewed her motion to move HF3076 as amended to the General Register. THE MOTION PREVAILED.


The meeting was adjourned at 11:25AM.
