MINUTES



Representative Tim O’Driscoll, Chair of the Government Operation and Election Policy Committee called the meeting to order at 10:16AM on March 15, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Bliss moved to approve the minutes of March 14, 2018. THE MOTION PREVAILED.


HF3280 (Lueck)Wild rice water findings established and listing authorized, and application of water quality standards nullified and restricted.

Representative O’Driscoll moves HF3280 before the committee to be rereferred to the Ways and Means Committee.

Representative Lueck presented HF3280.

Representative O’Driscoll renewed his motion to move HF3280 to be rereferred to the Ways and Means Committee.


HF1843 (Knoblach) State legislator election without political party designation provided.

Representative O’Driscoll moves HF1843 before the committee to be laid over for possible inclusion.

Representative Knoblach presented HF1843.

Representative O’Driscoll moves the H1843A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Knoblach presented HF1843 as amended.

Representative O’Driscoll moves the H1843A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative O’Driscoll renewed his motion to HF1843 as amended to be laid over for possible inclusion.


HF2050 (West) Electronic voter signatures for purposes of electronic rosters allowed.

Representative West moved HF2050 in front of the committee to be laid over for possible inclusion.

Representative West moves the A18-0613 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative West presented HF2050 as amended.

Cindy Geis from the Minnesota Association of Counties testified in favor of HF2050 as amended.

Representative West renewed his motion to move HF2050 as amended to be laid over for possible inclusion.


HF3108 (Quam) Special primary and special election required to be held on a Tuesday.

Representative Quam moved HF3108 before the committee to be laid over for possible inclusion.

Representative Quam presented HF3108.

Representative Quam moved the A18-0600 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Quam renewed his motion to move HF2050 as amended to be laid over for possible inclusion.


HF3221 (O'Driscoll) Elections administration technical changes made.

Representative Pugh assumes gavel 11:27.

Representative Pugh moves HF3221 before the committee.

Representative Peterson assumes gavel at 11:28.

Representative O’Driscoll moved HF3221 to be referred to the General Register.

Representative O’Driscoll moves the following oral amendment to the H3221DE1 amendment, “Page 5, line 10, delete "candidate" and insert "office"” THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative West moves the H3221A4 amendment to the H3221DE1 amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative O’Driscoll moves the H3221DE1 amendment as amended to HF3211. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative O’Driscoll renewed his motion to move HF3221 as amended to be referred to the General Register.

Representative O’Driscoll assumes gavel at 11:34.


HF2179 (Freiberg) Vacancies in nomination procedures modified.

Representative Freiberg moves HF2139 before the committee.

Representative Freiberg presented HF2139.

The Secretary of State, Steve Simons presented HF2139.

The meeting was adjourned at 11:58AM.
