MINUTES

Representative Tim O’Driscoll, Chair of the Government Operation and Election Policy Committee called the meeting to order at 10:17AM on March 6, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Lee moved to approve the minutes of March 1, 2018. THE MOTION PREVAILED.

HF2636 (Erickson) Towns authorized to appropriate funds to community food shelves.

Representative O’Driscoll moved HF2636 before the committee.

Representative Erickson presented HF2636

Steve Fenske, Minnesota Association of Townships testified in favor of HF2636.

Representative O’Driscoll renewed his motion to be rereferred HF2636 to the General Register. THE MOTION PREVAILED.

HF2846 (Christensen) Special education working group established, and report required.

Representative Christensen presented HF2846.

Representative Lee presented the H2846A6 amendment.

Representative Youakim presented the H2846A7 amendment.

Representative O’Driscoll moved HF2846 in front of the committee to be rereferred to the Education Finance Committee.

Representative Lee moved the H2846A6 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Youakim moved the following oral amendment to the H2846A7 amendment: P.1, L.5, delete "three representatives of nonprofit organizations" and insert "one representative of a nonprofit organization" THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Representative Youakim moved the H2846A7 amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.


Representative O’Driscoll moved the following oral amendment to the first engrossment: P.2, L24, delete "and" THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Representative O’Driscoll moved the following oral amendment to the first engrossment: P.2, L. 28, after "commissioner" insert "of education" THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Representative O’Driscoll renewed his motion to move HF2846 as amended to be rereferred to the Education Finance Committee. THE MOTION PREVAILED.

HF3013 (Runbeck) Teacher training required to enable a teacher to implement instructional strategies to meet the needs of students with dyslexia.

Representative O’Driscoll moved HF3013 before the committee to be rereferred to the Education Finance Committee.

HF2938 (Backer) Agricultural fertilizer research and education fee, Minnesota Agricultural Fertilizer Research and Education Council, Minnesota agricultural fertilizer research and education program, and agricultural fertilizer research and education account extended by 10 years.

Representative O’Driscoll moved HF2938 before the committee to be rereferred to the Agriculture Finance Committee.

Representative Backer presented HF2938.

Grant Anderson, Stearns County Farmer testified in favor of HF2938.

Representative O’Driscoll renewed his motion to move HF2938 be rereferred to the Agriculture Finance Committee. THE MOTION PREVAILED.

HF2774 (Nash) State information technology services legislative commission established, and appointments required.

Representative Nash moved HF2774 before for the committee and be rereferred to the State Government Finance Committee.

Representative Nash presented HF2774 and H2774A1.

Representative Nelson moved the following oral amendment to H2774A1 amendment: P.1, L.4, delete "governor" and insert "commission" THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.


Representative Nash moved the H2774A1 amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chris Buse, Office of the Legislative Auditor, Former Minnesota Information Technology Chief Security Officer testified in favor of HF2774 as amended.

Representative Nash renewed the motion that HF2774 as amended be rereferred to the State Government Finance Committee. THE MOTION PREVAILED.

The meeting was adjourned at 11:55AM.
