MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on March 15th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll started the meeting to order at 10:15AM. A quorum was not present.

Chair O’Driscoll called the meeting to order at 10:18AM.

HF1005 (Pat Garofalo) Commerce and Employment and Economic Development Departments number of deputy commissioners reduced, and current deputy commissioners allowed to serve until January 1, 2019.

Chair O’Driscoll moved that HF1005 come before the committee and be re-referred to the Job Growth and Energy Affordability Policy & Finance Committee.

Representative Garofalo testified regarding HF1005.

Chair O’Driscoll renewed the motion that HF1005 be re-referred to the Job Growth and Energy Affordability Policy & Finance Committee. THE MOTION PREVAILED.

HF1037 (Bob Vogel) Legislative approval of housing incentives and allocations by the Metropolitan Council required

Chair O’Driscoll moved that HF1037 come before the committee and be re-referred to the Job Growth and Energy Affordability Policy & Finance Committee.

Representative Vogel testified regarding H1037.

The following testified regarding HF1037:
Patricia Nauman, Executive Director, Metro Cities,
Lisa Barajas, Community Development Division, Metropolitan Council.

Chair O’Driscoll renewed the motion that HF1037 come before the committee and be re-referred to the Job Growth and Energy Affordability Policy & Finance Committee. THE MOTION PREVAILED.

Representative Swedzinski moved to approve the minutes of March 14th. THE MOTION PREVAILED.


HF1345 (Drew Christensen) Award and trophy purchase spending cap eliminated relating to local governments.

Chair O’Driscoll moved that HF1345 come before the committee and be re-referred to the General Register.

Representative Christensen testified regarding HF1345.

Chair O’Driscoll moved the HF1345A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The following testified regarding HF1345:
Laura Ziegler, League of Minnesota Cities.

Chair O’Driscoll renewed the motion that HF1345, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF1640 (Peggy Flanagan) Police and firefighters' civil service commissions and employees of police and fire departments provisions amended.

Chair O’Driscoll moved that HF1640 come before the committee and be re-referred to the General Register.

Representative Flanagan testified regarding HF1640.

Chair O’Driscoll moved the HF1640A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The following testified regarding HF1640:
Stuart Williams, St. Louis Park Firefighter Civil Service Commission.

Chair O’Driscoll renewed the motion that HF1640, as amended, be re-referred to the General Register. THE MOTION PREVAILED.
