MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on March 2nd, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll started the meeting to order at 10:19AM. A quorum was present.

Representative Swedzinski moved to approve the minutes of March 1st. THE MOTION PREVAILED.

HF1390 (Zerwas) County law library allowed to transfer money to the county for construction costs.

Chair O’Driscoll moved that HF1390 come before the committee and be re-referred to the General Register.

Representative Zerwas testified on HF1390.

The following testified regarding HF1390:

Colleen Norgren, Wright County Law Library.

Chair O’Driscoll renewed the motion that HF1390 be re-referred to the General Register. THE MOTION PREVAILED.

HF262 (Debra Kiel) Alzheimer's disease working group extended.

Chair O’Driscoll moved that HF262 come before the committee and be re-referred to the Health and Human Service Finance Committee.

Representative Kiel testified on HF262.

Chair O’Driscoll moved the HF262DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The following testified regarding HF262:
Beth McMullen, Government Affairs, Alzheimer’s Association.

Chair O’Driscoll renewed the motion that HF262, as amended, be re-referred to the Health and Human Service Finance Committee.

HF1206 (Albright) Spinal Cord and Traumatic Brain Injury Advisory Council modified, spinal cord and traumatic brain injury student research scholarship and education program created, and money appropriated.

Chair O’Driscoll moved that HF1206 come before the committee and be re-referred to the Health and Human Services Finance Committee.

Representative Albright testified regarding HF1206.

Representative Nelson moved the HF1206A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion that HF1206, as amended, be re-referred to the Health and Human Services Finance Committee. THE MOTION PREVAILED.

HF1530 (Scott) Task forces required to comply with Open Meeting Law.

Chair O’Driscoll moved that HF1530 come before the committee and be re-referred to the General Register.

Representative Scott testified on HF1530.

Chair O’Driscoll moved the HF1530A2 amendment before the committee.

Chair O’Driscoll moved to orally amend the HF1530A2 amendment as follows: Line 1.14, strike “January 1, 2018” and insert “May 1, 2017”. THE MOTION PREVAILED AND THE ORAL AMENDMENT TO THE HF1530A2 AMENDMENT WAS ADOPTED.

Chair O’Driscoll moved to adopt the HF1530A2 amendment, as orally amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion that HF1530, as amended, be re-referred to the General Register.


Chair O’Driscoll moved to reconsider HF1206, as amended. THE MOTION PREVAILED.

Representative Nelson moved that HF1206, as amended, be re-referred to the Higher Education Committee. THE MOTION PREVAILED.


HF179 (Scott) Ignition interlock performance standards amended, and use of devices with location tracking capabilities prohibited.

Chair O’Driscoll moved that HF179 come before the committee and be re-referred to the Transportation Policy Committee.

Representative Scott testified on HF179.

HF1242 (Swedzinski) Notice of proposed ordinances that affect business licenses required.

Representative Swedzinski moved that HF1242 come before the committee and be re-referred to the General Register.

Representative Swedzinski testified on HF1242.

Representative Swedzinski moved the HF1242A17-0119 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative West moved that HF1519 come before the committee and be re-referred to the General Register.
