MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on February 28th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll started the meeting to order at 10:15AM. A quorum was present.

Representative Freiberg moved to approve the minutes of February 23rd. THE MOTION PREVAILED.

HF345 (Zerwas) Palliative Care Advisory Committee created.

Chair O’Driscoll moved that HF345 come before the committee and be re-referred to the Health and Human Service Finance Committee.

Representative Zerwas testified on HF345.

Representative O’Driscoll moved the HF345A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The following testified regarding HF345:
Ellie Beaver, Government Relations, American Cancer Society- Cancer Action Network.

Representative Nelson moved the HF345A1 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Chair O’Driscoll renewed the motion that HF345, as amended, be re-referred to the Health and Human Service Finance Committee. THE MOTION PREVAILED.

HF526 (Zerwas) Occupational Therapy Practice Board created.

Chair O’Driscoll moved that HF526 come before the committee and be re-referred to the Health and Human Service Finance Committee.

HF1003 (Lueck) Effluent limitation compliance provided, and rulemaking required.

Chair O’Driscoll moved that HF1003 come before the committee and be re-referred to the General Register.

Chair O’Driscoll moved that HF1047 come before the committee and be re-referred to the General Register.

HF1366 (Albright) Workers' Compensation Advisory Council recommendations adopted, department proposals adopted, inpatient service payments modified, forbearance of amounts owed to the special compensation fund allowed, intervention procedures modified, and rulemaking authorized.

Chair O’Driscoll moved that HF1366 come before the committee and be re-referred to the Job Growth and Energy Affordability Policy and Finance Committee.

Representative Albright testified on HF1366.

Chair O’Driscoll renewed the motion that HF1366 be re-referred to the Job Growth and Energy Affordability Policy and Finance Committee. THE MOTION PREVAILED.

HF140 (Sondra Erickson) Teacher licensing system restructured, Professional Educator Licensing and Standards Board established, all teacher licensing and support personnel licensing and credentialing authority transferred to the Professional Educator Licensing and Standards Board, rulemaking provided, report required, and money appropriated.

Chair O’Driscoll moved that HF140 come before the committee and be re-referred to the Public Safety and Security Policy and Finance Committee.

Representative Erickson testified on HF140.

Chair O’Driscoll moved the 140A15 amendment.

Chair O’Driscoll moved to orally amend the HF140A15 amendment as follows: Delete all after the comma on line 1.6, Replace the comma on 1.6 with a period, delete all of 1.7, delete all of 1.8, and delete all of 1.9. THE MOTION PREVAILED AND THE ORAL AMENDMENT TO THE HF140A15 AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion to adopt the 140A15 amendment, as orally amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair O’Driscoll renewed the motion that HF140, as amended, be re-referred to the Public Safety and Security Policy and Finance Committee. THE MOTION PREVAILED.

HF1077 (Bliss) Minnow license requirements and rulemaking modified.

Representative Bliss moved that HF1077 come before the committee and be re-referred to the General Register.
