MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting and unofficially called the meeting to order at 8:16 AM on March 20, 2018, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson officially called the meeting to order at 8:18 AM. A quorum was present.

Representative Jessup moved approval of the minutes from the March 15, 2018 meeting. THE MOTION PREVAILED.

Representative Erickson introduced HF3315 and amendment H3315DE1.

Cristina Parra Herrera, Legislative Analyst for the Minnesota House of Representatives, explained amendment H3315DE1.

Dr. Brenda Cassellius, Commissioner of Education, testified on H3315DE1.

Abbie Finger, Minneapolis Public Schools, testified in favor of H3315DE1.

Maria Cisneros, Latino Youth Development Collaborative, testified in favor of H3315DE1.

Isabel Ramos, Latino Youth Development Collaborative, testified in favor of H3315DE1.

Fermina Blas, Latino Youth Development Collaborative, testified in favor of H3315DE1.

Jeff Snider, Hayfield Education Association, Math Teacher, testified on H3315DE1 with concerns.

Bailey Boelter, Solutions Not Suspensions Coalition, testified in favor or H3315DE1.

Mark Diehl, Director of Technology and Information Services for Little Falls Community Schools, testified on H3315DE1 with concerns.

Jessica Webster, Staff Attorney with Legal Aid, testified in favor of H3315DE1.

Sue Abderholden, Executive Director of National Alliance on Mental Illness (NAMI) Minnesota, testified on H3315DE1.

Josh Crosson, Ed Allies, testified in favor of H3315DE1.

Sarah Clarke, PACER Center, testified in favor of H3315DE1.

Jim Bartholomew, Minnesota Business Partnership, testified in favor of H3315DE1.

The committee recessed at 10:00 AM.

Representative Erickson reconvened the meeting at 7:00 PM in Room 120 of the Capitol.
