MINUTES

Representative Peggy Scott, Chair of the Civil Law and Data Practices Policy Committee, called the meeting to order at 8:17 AM, on February 22nd, 2018 in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Smith moved to approve the minutes of May 3rd, 2017. THE MOTION PREVAILED.

HF1243 (Petersburg) Authorizing security freezes for protected persons;
providing exceptions; proposing coding for new law in Minnesota Statutes, chapter
13C.

Representative Scott moved that HF1243 be re-referred to the General Register.

Representative Scott offered an oral amendment to HF 1243, changing the effective date from January 1st, 2018 to January 1st, 2019. THE AMENDMENT WAS ADOPTED.

Representative Scott renewed her motion that HF 1243, as amended, be referred to the General Register. THE MOTION PREVAILED.

HF1876 (Swedzinski) Trade associations permitted vehicle registration information access, and fee waived.

Representative Scott moved that HF 1876 be re-referred to the General Register. THE MOTION PREVAILED.

HF2067 (Davids) Transfer definition modified.

Representative Scott moved that HF 2067 be re-referred to the General Register. THE MOTION PREVAILED.

HF857 (Scott) Small business certification program data classified, and Legislative Commission on Data Practices and Personal Data Privacy directed to study and recommend options for expanding public access to legislative records and meetings.

Representative Scott moved that HF 857 be re-referred to the State Government Finance Committee.

Representative Scott moved the HF857A18 amendment. THE AMENDMENT WAS
ADOPTED.

Representative Scott renewed her motion that HF 857, as amended, be re-referred to the State Government Finance Committee. THE MOTION PREVAILED.

HF1249 (Hoppe) Housing tax credit allowed, and reports required.

Representative Scott moved that HF 1249 be re-referred to the General Register. THE MOTION PREVAILED.

HF1847 (Becker-Finn) Background check consistency provided.

Representative Scott moved that HF 1847 be re-referred to the General Register. THE MOTION PREVAILED.

HF923 (Knoblach) Attorney fees award amount limited.

Representative Scott moved that HF 923 be re-referred to the General Register.

Representative Scott offered an oral amendment to HF 923 changing the effective date from August 1st, 2017 to August 1st, 2018. THE AMENDMENT WAS ADOPTED.

Representative Scott laid the bill over.

HF 2764 (Smith) Business corporations, nonprofit corporations, limited partnerships, and limited liability companies regulated; and conversions and domestications provided.

Representative Smith moved that HF 2764 be referred to the Commerce Committee.

Representative Smith moved the HF2764A1 amendment. THE AMENDMENT WAS ADOPTED.
