Representative Knoblach, Chair, of the Ways & Means Committee, called the meeting to order at 1:42 P.M., on April 21, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Knoblach called the meeting to order at 1:42 P.M. A quorum was present.

Representative Carlson moved that the minutes of April 20, 2016 be approved with the following correction. Change HF2858 to HF3858. THE MOTION PREVAILED.
HF3467 DEAN Human services, health, and related boards funding provided; continuing care, health care, MNsure, Health Department programs, chemical and mental health services, children and family services, and health licensing board provisions modified; nursing facility, dental payment, and child care assistance rates adjusted; licenses created; reports required; fees modified; and money appropriated.
Representative Dean moved HF3467 be sent to the General Register.

Representative Dean moved the H3467A44-2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean moved the H3467A45-1 amendment with the following oral amendment. Delete lines 1.7 thru 1.10. THE AMENDMENT, AS ORALLY AMENDED, WAS ADOPTED.

Representative Nornes moved the H3467A49 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean moved the H3467A50-1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean moved the H3467A51 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean, Melissa Finnegan, Director of Public Relations, Minnesota Department of Health, Chuck Johnson, Deputy Commissioner of Minnesota Department of Human Services
testified on HF3467.

Representative Anderson moved orally amend the H3168A24 amendment as follows: page 1, after line 7 insert: “Page 6, line 14, delete “35, 927” and insert “31,691” THE ORAL AMENDMENT, TO THE AMENDMENT WAS ADOPTED.

Representative Anderson moved the H3168A24 amendment, as amended. THE AMENDMENT WAS ADOPTED.

Representative Carlson moved the H3168A26 amendment THE AMENDMENT WAS NOT ADOPTED.
