MINUTES

Representative Tim Kelly, Chair of the Transportation Policy and Finance Committee, called the twenty-second meeting to order at 12:52 p.m. on March 25, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Kelly called the meeting to order at 12:52 p.m. A quorum was present.

Representative Lucero moved to approve the minutes of March 23, 2015. THE MOTION PREVAILED.

HF1744 (Ward): Commercial motor vehicles prohibited from operating in Minnesota while a federal out-of-service order is effective.

Chair Kelly moved that HF1744 come before the committee.

Chair Kelly moved the oral amendment: Page 1, Line 14, delete “396” and insert “386”, Page 1, Line 21, delete “396” and insert “386”. THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Ward testified on HF1744.

Major Matt Solcol, Minnesota State Patrol, testified on HF1744.

Chair Kelly laid over HF1744, as amended, for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

HF1495 (Green): State Patrol trooper funding provided, and money appropriated.

Chair Kelly moved that HF1495 come before the committee.

Representative Green testified on HF1495.

Chair Kelly laid over HF1495 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

Representative Hamilton gave on overview of HF97.

Matt Burress provided information on HF97 and the H0097A8 amendment.

Representative Clark gave an overview of HF98.

HF610 (Davnie): Towed recreational vehicles registration on a three-year cycle provided.

Chair Kelly moved to reconsider HF610 and recommend that it be re-referred to the General Register.

Chair Kelly moved the H0610A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Davnie testified on HF610.

Chair Kelly renewed his motion to recommend HF610, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF920 (Drazkowski): Destination medical center; city's local contribution computation modified, and use of funds restricted.

Representative Drazkowski moved to recommend HF920 be re-referred to the Committee on Taxes.

Representative Drazkowski moved an oral amendment to the H0920DE2 amendment: Page 1, Line 5, after “expanded” insert “or used”; Page 2, Line 16, after “spend” insert “or use”; Page 6, Line 2, after “spend” insert “or use”. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1167 (Atkins): Commercial motor vehicle road test requirements for school bus endorsement modified, and third-party testing provisions for school bus companies modified.

Chair Kelly moved to recommend HF1167 be re-referred to the General register. THE MOTION PREVAILED.

HF631 (Runbeck): Motor vehicle registration refunds provided.

Chair Kelly moved to recommend HF631 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF815 (Dill): Agricultural product motor vehicle weight limit permit requirements amended, and hauling product for use as a biofuel provided.

Chair Kelly moved to recommend HF815 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF1164 (Zerwas): Commercial motor vehicle road test requirements for school bus endorsement modified, and third-party testing provisions for school bus companies modified.

Chair Kelly moved to recommend HF1164 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF1612 (Howe): Filing fees charged by deputy registrars clarified.

Chair Kelly moved to recommend HF1612 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
