MINUTES

Representative Frank Hornstein, Member of the Transportation Policy and Finance Committee, began the eighteenth meeting at 4:33 p.m. on March 12, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hornstein began the meeting at 4:33 p.m. A quorum was NOT Present.

Scott Peterson, Director of Government Affairs for the Minnesota Department of Transportation, gave an overview of Public Private Partnerships.

Representative Hornstein called the meeting to order at 4:46 p.m. A quorum was present.

Representative Nash moved to approve the minutes of March 11, 2015. THE MOTION PREVAILED.

Jay Lindgren, Partner at The Dorsey & Whitney Foundation, gave an overview of Public Private Partnerships.

Chair Kelly assumed the gavel at 5:09 p.m.

HF917 (Nornes): Mini truck operation authority and regulations sunset eliminated.

Chair Kelly moved that HF917 come before the committee.

Representative Nornes testified on HF917.

Patricia McCormack, Director of driver and Vehicle Services for the Minnesota Department of Public Safety

HF918 (Nornes): Unconventional vehicles governed; and vehicle registration, titling, and operation on streets and highways provided.

Chair Kelly moved that HF918 come before the committee.

Representative Nornes testified on HF918.

Representative Koznick offered the H0918A1 amendment. THE AMENDMENT WAS WITHDRAWN.

HF1422 (Swedzinski): Bus driver not being subject to seat belt fines arising out of violations by passengers under the age of 15 provided.

Chair Kelly moved that HF1422 come before the committee.

Chair Kelly moved the H1422A1 amendment. THE AMENDMENT WAS ADOPTED.

Chair Kelly moved to recommend HF1163 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas testified on HF1163.

HF1164 (Zerwas): Commercial motor vehicle road test requirements for school bus endorsement modified, and third-party testing provisions for school bus companies modified.

Chair Kelly moved that HF1164 come before the committee.

Representative Zerwas testified on HF1164.

HF1242 (Zerwas): Disability certificate holder data authorized to be released for purposes of enforcing parking restrictions in cities and towns.

Vice Chair Petersburg moved to recommend HF1242 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas testified on HF1242.

Chair Kelly laid over HF1573 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

HF1467 (Anderson, S): Hennepin County; railroad condemnation power limited.

Chair Kelly moved to recommend HF1467 be re-referred to the Committee on Civil Law and Data Practices.
