MINUTES

Representative Drazkowski, Chair of the Property Tax and Local Government Finance Division, started the meeting at 8:16AM on March 16th, 2016, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Drazkowski began the meeting at 8:16AM. A quorum was not present.

Katherine Schill, House Research, gave a presentation on the February 2016 Budget Forecast.

Chair Drazkowski called the meeting to order at 8:19AM. A quorum was present.

Representative Erickson moved the minutes of March 3, 2016 be approved. THE MOTION PREVAILED.

Representative Erickson moved HF2529 come before the committee.

HF2529 (Erickson): Mille Lacs County; taxing jurisdictions reimbursed.

Representative Erickson testified on HF2529.

Pat Oman, County Administrator, Mille Lacs County testified in favor of the bill.

Dave Oslin, County Commissioner, Mille Lacs County testified in favor of the bill.

Chair Drazkowski moved HF2529 be laid on the table.

HF2192 (Marquart): Agricultural market value credit increased and extended to nonhomestead agricultural properties.

Representative Marquart moved HF2192 come before the committee.

Representative Marquart testified on HF2192.

Representative Marquart moved the HF2192A1 amendment. THE MOTION PREVAILED AND THE AMENDEMNT WAS ADOPTED.

Chair Drazkowski moved HF2192, as amended, be laid on the table.

HF2200 (Lien): Agricultural homestead full amount of tax allowed to qualify for the property tax refund and special property tax refund.

Representative Lien moved HF2200 come before the committee.

Representative Lien testified on HF2200.

Representative Lien moved the HF2200A1 amendment. THE MOTON PREVAILED AND THE AMENDMENT WAS ADOPTED.

Ray Johnson, Private Citizen, Clay County testified in favor of the bill

Mark Harless, Private Citizen, Clay County testified in favor of the bill.

David Kragnes, Private Citizen, Clay County testified in favor of the bill.

Chair Drazkowski moved HF2200, as amended, be laid on the table.

HF2260 (Lien): Agricultural land valuation based on its production value study provided, report required, and money appropriated.

Representative Lien moved HF2260 come before the committee.

Representative Lien presented HF2260.

Representative Lien moved the HF2260A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Thom Peterson, Director of Government Relations, Minnesota Farmers Union testified in favor of the bill.

Doug Bussleman, Director of Public Policy, Minnesota Farm Bureau testified in favor of the bill.

Chair Drazkowski moved HF2260, as amended, be laid on the table.

Tom May, Minnesota Association of Assessing Officers, testified regarding the definition of a distressed sale.

Paul Ager, Minnesota Realtors, testified regarding the definition of a distressed sale.
