MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:47 on February 16, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dale Lueck moved to approve the minutes of February 9, 2015. THE MOTION PREVAILED.

Vice Chair Representative Dave Hancock assumed the gavel at 12:48 PM.

Representative Bob Dettmer moved to re-refer HF 125 to the Committee on Taxes.

HF 125 Dettmer, Veteran jobs tax credit provided.

Representative Bob Dettmer introduced HF 125.

Ralph Donais, Chair of the United Veterans Legislative Council of Minnesota, and Jerry Kyser, Vice Chair of the United Veterans Legislative Council of Minnesota, testified in favor of HF 125.

Nina Manzi, House Research, testified about HF 125's relation to nonprofit organizations.

Representative Bob Dettmer renewed his motion to re-refer HF 125 to the Committee on Taxes. THE MOTION PREVAILED.

Representative Bob Dettmer moved to re-refer HF 312 to the Committee on Taxes.

HF 312 Dettmer, Military retirement pay subtraction phase-in provided.

Representative Dettmer moved the H0312DE1 Amendment.

Representative Dettmer testified in favor of the H0312DE1 Amendment.

Representative Dettmer renewed his motion to adopt the H0312DE1 Amendment. THE MOTION PREVAILED.

Representative Bob Dettmer; Ralph Donais, Chair of the United Veterans Legislative Council of Minnesota; and Jerry Kyser, Vice Chair of the United Veterans Legislative Council of Minnesota, testified in favor of HF 312.

Representative Bob Dettmer moved that HF 312, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF 501 Fenton, Military and overseas voting provisions modified.

Steve Simon, Minnesota Secretary of State, and Robert Chaucierre, a retired veteran, testified in favor of HF 501.

Chair Representative Bob Dettmer renewed his motion to re-refer HF 501 to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Tim O’Driscoll moved that HF 406 be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

HF 406 O’Driscoll, Community safety personnel training about use of de-escalation techniques funding provided.

Representative Tim O’Driscoll introduced HF 406.

Mike Mills, Central Minnesota Warrior to Citizen Initiative, Beyond the Yellow Ribbon; John Baker, Upper Midwest Community Policing Institute; and William Micklus, Upper Midwest Community Policing Institute, testified in favor of HF 406.

Representative Tim O’Driscoll renewed his motion that HF 406 be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

Representative John Lesch moved that HF 260 be placed on the General Register.

Representative John Lesch renewed his motion to adopt the A15-0013 Amendment. THE MOTION PREVAILED.

Representative John Lesch introduced HF 260.

Staff Sergeant Samuel Sherer; Lyndsey Olson, Minnesota Department of Military Affairs; and Johanna Clyborne, Military and Veterans Affairs Section of the Minnesota State Bar Association testified in favor of HF 260.

Representative John Lesch move that HF 260, as amended, be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

The Veterans Affairs Division adjourned at 2:12 PM.
