MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:51 on February 9, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Dave Hancock assumed the gavel at 12:51 PM.

Representative Dale Lueck moved to approve the minutes of February 2, 2015. THE MOTION PREVAILED.

Representative Bob Dettmer moved to refer HF 147 to the Property Tax and Local Government Finance Division.

HF 147 Dettmer, Surviving spouses of deceased service members and permanently disabled veterans market value exclusion extended.

Representative Bob Dettmer and Jerry Kyser, Vice Chair of the United Veterans Legislative Council of Minnesota, testified about HF 147.

Matt Bogart, Minnesota Association of Counties, testified against HF 147.

Chair Representative Dave Hancock renewed the motion to refer HF 147 to the Property Tax and Local Government Finance Division. THE MOTION PREVAILED.

Representative Bob Dettmer reassumed the gavel at 1:05 PM.

Chair Representative Bob Dettmer moved to refer HF 299 to the Committee on Taxes.

HF299 Heintzeman, Military retirement pay subtraction provided.

Representative Josh Heintzeman; Ralph Donais, Chair of the United Veterans Legislative Council of Minnesota; and Charlie Makidon testified about HF 299.

Chair Representative Bob Dettmer renewed his motion that HF 299 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Vice Chair Representative Dave Hancock assumed the gavel at 1:33 PM.

Representative Bob Dettmer moved that HF 141 be re-referred to the Committee on State Government Finance.

HF 141 Dettmer, Veteran-owned small business certification modified for purposes of state procurement, contract bid preference required for veteran-owned small businesses in situations involving capital investment projects, and money appropriated.

Representative Bob Dettmer testified about HF 141.

Representative Bob Dettmer moved the A15-0028 Amendment.

The Veterans Affairs Division recessed at 1:38 PM.

The Veterans Affairs Division reconvened at 1:40 PM

Deputy Commissioner Curt Yoakum, Minnesota Department of Administration, and Mike McElhiney, Legislative Director of the Minnesota Department of Veterans Affairs, testified in favor of the A15-0028 Amendment.

Representative Bob Dettmer renewed his motion to adopt the A15-0028 Amendment. THE MOTION PASSED.

Representative Bob Dettmer moved the H0141A2 Amendment.

Representative Jerry Newton explained the H0141A2 Amendment.

Representative Bob Dettmer renewed his motion to adopt the H0141A2 Amendment. THE MOTION PASSED.

Deputy Commissioner Curt Yoakum, Minnesota Department of Administration; Mike McElhiney, Legislative Director of the Minnesota Department of Veterans Affairs; and Jerry Kyser, Vice Chair of the United Veterans Legislative Council of Minnesota, testified in favor of HF 141.

Patrick Hynes, League of Minnesota Cities, and Tim Worley, Associated General Contractors of Minnesota, testified against HF 141.

Dorothy Lovejoy, Minnesota Department of Administration, testified about the existing contract preference programs in Minnesota.

Representative Bob Dettmer renewed his motion to refer HF 141 to the Committee on State Government Finance. THE MOTION PREVAILED.

The Veterans Affairs Division adjourned at 2:15 PM.
