MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:47 on February 2, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Peter Fischer moved to approve the minutes of January 26, 2015. THE MOTION PREVAILED.

Chair Representative Bob Dettmer moved to refer HF 283 to the Committee on State Government Finance.

HF 283 Kresha, Camp Ripley nearby lands designated as sentinel landscape, coordinating committee created, and report required.

Representative Ron Kresha; Representative Jerry Newton; Todd Holman, Central Minnesota Program Director for The Nature Conservancy; and Don Kerr, Executive Director of the Minnesota Department of Military Affairs, testified about HF 283.

Chair Representative Bob Dettmer renewed his motion to refer HF 283 to the Committee on State Government Finance. THE MOTION PREVAILED.

Kathleen Vitalis, President and CEO of the Minnesota Assistance Council for Veterans, gave an update on the Minnesota Assistance Council for Veterans and the grant that the Minnesota Assistance Council for Veterans receives.

Vice Chair Representative Hancock assumed the gavel at 1:26 PM

Representative Bob Dettmer moved to place HF 134 on the General Register.

HF 134 Dettmer, Veteran trust technical changes made, and obsolete provisions removed.

Representative Bob Dettmer and Dean Ascheman, Member of the Minnesota Veterans 4 Veterans Trust Fund Board of Directors, testified about HF 134.

Mike McElhiney, Legislative Director of the Minnesota Department of Veterans Affairs, testified that the Minnesota Department of Veterans Affairs supports HF 134.

Chair Representative Bob Dettmer renewed his motion to place HF 134 on the General Register. THE MOTION PREVAILED.

Representative Bob Dettmer moved to refer HF 137 to the Committee on Taxes.

HF 137 Dettmer, Military retirees and survivors allowed a subtraction from taxable income, and past military service credit repealed.

Representative Bob Dettmer; Ralph Donais, Chairman of the United Veterans Legislative Council; and Jerry Kyser, Vice Chairman of the United Veterans Legislative Council, testified about HF 137.

Representative John Persell moved the H0137A2 Amendment.

Representative John Persell and Jim Gelbmann, Democratic-Farmer-Labor Party Research, testified about the H0137A2 Amendment.

Representative John Persell renewed his motion that the H0137A2 Amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Thomas Johnson, Lori Ahlness, and Chuck Jones testified in favor of HF 137.

Representative Bob Dettmer renewed his motion that HF 137, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

The Veterans Affairs Divison adjourned at 2:30 PM.
