MINUTES

Representative Anderson, Chair of the State Government Finance Committee, called the meeting to order at 8:15 A.M. on February 10, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Anderson called the meeting to order at 8:15 A.M. A quorum was present.

Representative Howe moved that the minutes from the committee meeting on February 5, 2015 be approved. THE MOTION PREVAILED.

Chair Anderson moved that HF51 come before the committee.

HF51 (Davids): Lottery ticket sales through a website or self-service device suspended.

Representative Davids testified on HF51.

Testifying before the committee in opposition of HF51 were the following:

Ed Van Petten, Executive Director, MN Lottery
Chris Kwapick, Legislative Liaison, MN Lottery

Testifying before the committee in support of HF51 were the following:

Bill Strusinski, Lobbyist, MN Petroleum Marketers Association
Jake Grassel, Citizens Against Gambling Expansion
Representative Sanders

Chair Anderson moved that HF51 be laid over for possible inclusion in the Omnibus bill.

Chair Anderson moved that HF374 come before the committee.

HF374 (Sanders): Clarifying, conforming, and technical changes made to lawful gambling games, prizes, and other provisions regulating conduct of lawful gambling modified; director of State Lottery prohibited from offering casino-style games, sale of tickets of the State Lottery through a website or self-service devices suspended.

Representative Sanders testified on HF374.
