MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the meeting to order at 10:16 A.M. on February 24, 2015 in Hearing Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Cornish began the meeting at 10:16 A.M. A quorum was NOT present.

A quorum was present at 10:18 A.M. and the meeting was called to order.

Representative Rosenthal moved that minutes from the February 19, 2015 meeting be approved.

THE MOTION PREVAILED.

HF 0423 (Backer): Ambulance service staff requirement variance eliminated, alternative ambulance staffing allowed, and licensed ambulance service allowed in limited areas to accept full mutual aid support on a part-time basis.

Representative Cornish moved that HF 0423 be passed and referred to the General Register.

Testimony on HF 0423 presented by:
Buck McAlpin, Minnesota Ambulance Association

Representative Cornish renewed his motion to pass HF 0423 and referred to the General Register.

THE MOTION PREVAILED.

HF 0104 (Norton): Vulnerable adult financial exploitation crime added to the definition of designated offense in forfeiture laws.

Representative Cornish moved to hold over HF 0104 for possible inclusion in omnibus bill.

Representative Norton testified on HF 0104.

Chair Cornish laid over HF 0104 for possible inclusion in omnibus bill.

HF 0425 (Zerwas): Crime victim services grants funding provided, and money appropriated.

Representative Zerwas moved that HF 0425 be held over for possible inclusion in omnibus bill.

Chair Cornish laid over HF 0425 for possible inclusion in omnibus bill.

HF 0537 (Hilstrom): Crime defamation modified to prohibit statements that a person knows are false and defamatory.

Representative Hilstrom moved to hold over HF 0537 for possible inclusion in omnibus bill.

Representative Hilstrom testified on HF 0537.

Chair Cornish laid over HF 0537 for possible inclusion in omnibus bill.

Vice Chair Johnson assumed the gavel at 11:17 A.M.

HF 0291 (Cornish): Implied consent proceedings provided a necessity defense.

Representative Cornish moved to hold over HF 0291 for possible inclusion in omnibus bill.
