MINUTES

Representative Hackbarth, Chair of the Mining and Outdoor Recreation Policy Committee, called the twenty-second meeting to order at 2:55 P.M. on March 16, 2016, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hackbarth called the meeting to order at 2:55 P.M. A quorum was present.

Representative Yarusso moved to approve the minutes of March 15, 2016. THE MOTION PREVAILED.

H.F.2573 Nornes, Club membership exclusion of game release charges from sales tax provided.

Representative Hackbarth moved that bill H.F.2573 be re-referred to the Committee on Taxes.

Representative Nornes and Les Bensch, owner of Viking Valley Hunt Club, presented an overview of H.F.2573

Representative Hackbarth renewed the motion to re-refer H.F.2573 to the Committee on Taxes. THE MOTION PREVAILED.

H.F.2574 Nornes, Clay target sales tax exemption provided.

Representative Hackbarth moved that bill H.F.2574 be re-referred to the Committee on Taxes.

H.F.3209 Hackbarth, Adoption of rules limiting use of lead shot prohibited.

Representative Hackbarth moved that bill H.F.3209 be re-referred to the Committee on Government Operations and Elections Policy.

Bob Meier, Assistant Commissioner of the Minnesota Department of Natural Resources, and Bob Welsh, Section Wildlife Operations Manager of the Minnesota Department of Natural Resources, gave an overview of Proposed Non-toxic Shot Requirement on Wildlife Management Areas in the Farmland Zone and took questions from committee members.

Representative Shomacker and Craig Engwall, Executive Director of Minnesota Deer Hunters Association, gave an overview of H.F.3135.

H.F.3206 Hackbarth, Deer license revenue transfer for wolf management removed.

Representative Hackbarth moved that bill H.F.3206 be re-referred to the Committee on Environment and Natural Resources Policy & Finance.

Craig Engwall, Executive Director of Minnesota Deer Hunters Association, testified on H.F.3206.

Representative Hackbarth renewed the motion to re-refer H.F.3206 to the Committee on Environment and Natural Resources Policy & Finance. THE MOTION PREVAILED.

H.F.3174 Hackbarth, All-terrain vehicle and snowmobile safety training courses state fee eliminated.

Representative Hackbarth moved that bill H.F.3174 be re-referred to the Committee on Environment and Natural Resources Policy & Finance.

Lt. Col. Rodmen Smith, Director of Enforcement of the Minnesota Department of Natural Resources, presented an overview of H.F.3174.

Lou Cornicelli, Wildlife Research Director of the Minnesota Department of Natural Resources, testified on H.F.3208.

Representative Hackbarth renewed the motion to re-refer H.F.3208 to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

H.F.2406 Hansen, Unmanned aircraft system use to take, harm, or harass wild animals prohibited.

Representative Hackbarth moved that H.F.2406 be laid over for consideration at a later date.

Representative Hansen presented an overview of H.F.2406.

Craig Engwall, Executive Director of the Minnesota Deer Hunters Association, and Lt. Col. Rodmen Smith, Director of Enforcement of the Minnesota Department of Natural Resources, testified on H.F.2406.

Representative Hackbarth renewed the motion that H.F.2406 be laid over for consideration at a later date.
