MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 12:46 PM on Monday, March 21, 2016, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Swedzinski moved the minutes of September 21, 2016 be approved. THE MOTION PREVAILED.

Representative Mahoney moved the minutes of March 16, 2016 be approved. THE MOTION PREVAILED.

Commissioner of the Department of Employment and Economic Development, Katie Clark Sieben, presented on the Governor’s FY 2017 Supplemental Budget Recommendations.

Commissioner of the Minnesota Housing Finance Agency, Mary Tingerthal, presented on the Governor’s Supplemental Budget Recommendations.

Commissioner of the Department of Commerce, Mike Rothman, presented on two supplemental budget recommendations.

HF2798 (O’Neill) Dual training grant program clarified.

Representative O’Neill moved HF2798 be recommended to pass and re-referred to the Committee on Higher Education Policy and Finance.

Representative O’Neill presented HF2798.

Mitch DeJong PhD, Vice President of Technology for Design Ready Controls, testified on HF2798.

Jessica Looman, Deputy Commissioner for the Department of Labor & Industry, testified on HF2798.

Nichole Sorenson, Research Analyst for the Office of Higher Education, testified on HF2798.

Representative Loonan assumed the gavel at 2:11pm

Representative O’Neill renewed her motion that HF2798 be recommended to pass and re-referred to the Committee on Higher Education Policy and Finance. THE MOTION PREVAILED.


HF3065 (O’Neill) Minneapolis; YWCA grant funding provided, and money appropriated. The bill was laid over for possible inclusion in an omnibus bill.

Representative O’Neill presented HF3065.

Becky Roloff, CEO/President of the YWCA of Minneapolis, testified on HF3065.

Ebyan Garad, current participant in the Early Childhood program, testified on HF3065.


HF2716 (Mahoney) Pathways to prosperity career pathways grant program funding provided, and money appropriated. The bill was laid over for possible inclusion in an omnibus bill.

Representative Mahoney presented HF2716.

Representative Mahoney moved an oral amendment, to change the blank dollar amount to $12,000,000 ($12 million), to HF2716. THE MOTION PREVAILED.

Ahmed Ali, Transportation pathway program participant, testified on HF2716.

Jane Samargia, Executive Director of HIRED/MESC member, testified on HF2716.

The meeting was adjourned at 2:40 PM.
