MINUTES

Representative Mack, Chair of the Health and Human Services Reform Committee, officially called the meeting to order at 2:52PM on April 5th, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack officially called the meeting to order at 2:52PM. A quorum was present.

Representative Franson moved the minutes of March 30th, 2016 to be approved. THE MOTION PREVAILED.

HF3241 (Albright) Health professional training site grant program established, and money appropriated.

Representative Albright moved that HF3241 be re-referred to Committee on Health and Human Services Finance.

Testifying in support of HF3241 was Mark Schoenbaum, MDH.

Representative Albright renewed his motion that HF3241 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3199 (Albright) Ombudsman office for long-term care, mental health treatment services, and miscellaneous policy provisions modified.

Representative Albright moved that HF3199 be re-referred to the Committee on Civil Law and Data Practices.

Representative Albright moved the H3199A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3199 were Cheryl Hennen, Long Term Care Ombudsman, MN Department of Human Services, Carol Labine, Supervisor for the Adult Mental Health, MN Department of Human Services, Heidi Hamilton, Disability Services Policy Specialist, MN Department of Human Services, Rick Heller, Marissa Hinnenkamp, DHS, Alex Bartolic, Disability Services Director, MN Department of Human Services.

Representative Albright renewed his motion that HF3199, as amended, be re-referred to the Committee on Civil and Data Practices. THE MOTION PREVAILED.

HF3170 (Pierson) Minnesota Rules, chapter 9544, positive support strategies and restrictive interventions, legislatively approved.

Representative Pierson moved that HF3170 be re-referred to the General Register.

Testifying in support of HF3170 was Alex Bartolic, Disability Services Director, MN Department of Human Services.

Representative Pierson renewed his motion that HF3170 be re-referred to the General Register. THE MOTION PREVAILED.

HF3429 (Pierson) Early preventive dental intervention and care for infants and toddlers pilot program developed, and money appropriated.

Representative Pierson moved that HF3429 be re-referred to the Committee on Health and Human Services Finance.

Representative Pierson moved the H3429A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3429 were Vacharee S. Peterson, DDS, Chief Executive Officer and Sai Her, Council on Asian Pacific Minnesotans.

Representative Pierson renewed his motion that HF3429, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3486 (Peterson) Disability waiver rate system modified.

Representative Peterson moved that HF3486 be re-referred to the General Register.

Representative Peterson moved the H3486DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3486 was Anne Henry, MN Disability Law Center.

Representative Peterson renewed her motion that HF3486, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF2661 (Baker) Children's mental health collaboratives funding provided, and money appropriated.

Representative Baker moved that HF2661 be re-referred to the Committee on Health and Human Services Finance.

Representative Baker moved the H2661DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF2661 was Debb Sheehan, Director, PACT for Families Collaborative.

Representative Baker renewed his motion that HF2661, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3228 (Murphy) MNsure 2016 open enrollment operations and performance evaluation requested.

Representative Mack moved that HF3228 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved that H3228A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mack renewed her motion that HF3228, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF2703 (Zerwas) Human services commissioner required to develop a process to allow federally qualified health centers to determine presumptive eligibility.

Representative Zerwas moved that HF2703 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF2703 was Sonja Batalden, Lead Certified Nurse Midwife, Westside Community Health Services.

Representative Zerwas renewed his motion that HF2703 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3044 (Zerwas) Interactive video for targeted case management allowed.

Representative Zerwas moved that HF3044 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved the H3044DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3044 were Angela Youngerberg, Director of Business Operations, Blue Earth County Human Services.

Representative Zerwas renewed his motion that HF3044, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack adjourned the meeting at 5:00PM.
