MINUTES

Representative Mack, Chair of the Health and Human Services Reform committee, called the meeting to order at 10:15 AM on March 13th, 2015, in the Basement Hearing Room at the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 10:15 AM. A quorum was present.

Representative Baker moved to approve the minutes from March 11th, 2015. THE MOTION PREVAILED.

Representative Peterson assumed the gavel at 10:15 AM.

Representative Mack moved that HF321 be re-referred to the Committee on Government Operations and Elections Policy.

Testifying on behalf of HF321 was Teresa Knoedler, Minnesota Medical Association, Dr. Mark Eggen, Director, Minnesota Board of Medical Practice, Dr. Steve Ommen, Director, Mayo Clinic Center for Connected Care, Twila Brase, President of Citizens’ Council for Health Freedom, and Ruth Martinez, Executive Director, Board of Medical Practice.

Representative Dean assumed the gavel at 10:39 AM.

Representative Peterson assumed the gavel at 10:44 AM.

Representative Mack renewed her motion that HF321 be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Mack moved that HF1246 be re-referred to the Committee on Commerce and Regulatory Reform.

Representative Mack moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1246 were Dr. Gregory Wright, Chief of Critical Care, Children’s Hospitals and Clinics of Minnesota, Maureen Ideker, Director of Telemedicine, Essentia Health, Kathryn Kmit, Minnesota Council on Health Plans, Bentley Graves, Minnesota Chamber of Commerce, and Matt Anderson, Minnesota Hospital Association.

Representative Mack renewed her motion that HF1246, as amended, be re-referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

Representative Mack assumed the gavel at 11:30 AM.

Representative Albright moved that HF1584 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Albright moved to adopt an oral amendment to the A1 amendment. The oral amendment is as follows:

“Line 2.9, strike ‘of’ and replace with ‘or’.” THE ORAL AMENDMENT WAS ADOPTED.

Representative Albright moved to adopt the A1 amendment to HF1584. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Testifying on behalf of HF1584 were Ruth Martinez, Executive Director, Minnesota Board of Medical Practice, and Shirley Brekken, Minnesota Board of Medical Practice.

Representative Albright renewed his motion that HF1584, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Mack recessed the committee at 11:55 AM.

Representative Mack reconvened the committee at 12:29 PM.

Representative Zerwas moved that HF1208 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas moved to adopt the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1208 were Michael Scandrett, Minnesota Health Care Safety Net Coalition, Justin Bell, American Heart Association, Twila Brase, Citizens’ Council for Health Freedom, Joel Ulland, UCare and Minnesota Council of Health Plans, Dr. Lynne Ogawa, West Side Community Health Services, and Idil Abdull.

Representative Zerwas renewed his motion that HF1208, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Baker moved that HF604 be re-referred the Committee on Health and Human Services Finance.

Representative Baker moved to adopt the A15 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF604 were Mike Schiks, Project Turnabout, and Heidi Kammer, Minnesota Association of Resources for Recovering Chemical Health.

Representative Peterson assumed the gavel at 1:11 PM.

Representative Mack assumed the gavel at 1:21 PM.

Representative Baker renewed his motion that HF604, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Peterson assumed the gavel at 1:28 PM.

Representative Mack moved that HF1272 be re-referred to the Committee on Civil Law and Data Practices.

Representative Mack moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1272 was Barb Turner, ARRM.

Representative Mack renewed her motion that HF1272, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack moved that HF1503 be re-referred to the Committee on Commerce and Regulatory Reform.

Testifying on behalf of HF1503 were Nancy Haas, Messerli and Kramer, Jim Reimann, Physician Advocates of Minnesota, and Matt Burdick, Department of Human Services.

Representative Mack renewed her motion that HF1503 be re-referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

Representative Mack assumed the gavel at 1:45 PM.

Representative Peterson moved that HF981 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Peterson moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF981 was Randy Snyder, Executive Director, Minnesota Board of Optometry.

Representative Peterson renewed her motion that HF981, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Peterson moved that HF1193 be re-referred the General Register.

Representative Peterson moved to adopt an oral amendment. The oral amendment is as follows:

“Page 3, line 26, after ‘Minnesota’ add ‘or another state’. Page 4, after line 11, insert, ‘Effective date. This section is effective July 1, 2015.’ Page 4, after line 17, insert, ‘Effective date. This section is effective July 1, 2015’.” THE ORAL AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1193 were Doug Franson, Salvation Army, Regina Wagner, Department of Human Services, and Kari Denissen-Cunnien, Executive Director, Ignite After School.

Representative Peterson renewed her motion that HF1193, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

Representative Pierson moved that HF1936 be re-referred to the Committee on Health and Human Services Finance.

Representative Pierson renewed his motion that HF1936 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Baker moved that HF1036 be sent to the General Register.

Representative Baker moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1036 was Becky Ness, Minnesota Academy of Physician Assistants.

Representative Baker renewed his motion that HF1036, as amended, be sent to the General Register. THE MOTION PREVAILED.

Representative Albright moved that HF1011 be re-referred to the General Register.

Representative Albright moved to adopt an oral amendment. The oral amendment is as follows:

“Line 1.17, strike ‘that include mental health’ and insert, ‘in the’, and after the word ‘treatment’, insert, ‘of mental health.’” THE ORAL AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1011 were Tracy Keizer, Physician Assistant, Regions Hospital, Dr. John Kuzma, Director of Inpatient Medical Services, Regions Hospital, Trisha Stark, Minnesota Psychological Association, Sue Abderholden, Executive Director, NAMI, and Dominic Sposeto, Minnesota Psychiatric Association.

Representative Albright renewed his motion that HF1011, as amended, be sent to the General Register. THE MOTION PREVAILED.

Representative Zerwas moved that HF1604 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1604 were Nona Narvaez, Director, Anaphylaxis and Food Allergy Association of Minnesota, Max Narvaez, and Eric Marshall, Mylan Specialty.

Representative Zerwas renewed his motion that HF1604, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack moved to reconsider HF1011, as amended. THE MOTION PREVAILED.

Representative Mack moved that HF1011 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.
